US National Archives and Records Administration is Hiring a Technical Writer-Editor Near Washington, DC

Duties

As a Technical Writer-Editor, you will:

  • Review, classify, and negotiate with Federal agencies regarding complex document problems and codification issues, and schedules the most complex documents with the most urgent deadlines.
  • Coordinate the review and publication of multi-agency common rules; advise the Office of Management and Budget (OMB) about model regulations for use by all agencies in OMB circulars.
  • Provide advice to senior Federal agency officials on major regulatory reorganization or streamlining projects and plain English initiatives.
  • Prepare and provide training for GS-12 schedulers. Prepare and conduct training for Federal agency liaison officers.
  • Use expert historical knowledge of the Federal Register/Code of Federal Regulations system to negotiate with Federal agency officials, provide definitive answers to editorial policy issues, and to advise the senior management concerning innovations in the codification scheme and publication processes.

Qualifications

You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Preparing, reviewing editing, or writing documents for distribution to a variety of audiences. AND
  • Editing reports or other written documents developed by others for publication; AND
  • Advising and assisting authors during the writing stage; AND
  • Critically reviewing reports or other written documents for clarity and coherence; AND
  • Communicating information in reports to internal and external audiences.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

Individual Occupational Requirements for the Technical Writing and Editing Series, 1083

  • Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.
OR

Experience:
  • Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.
