Duties

Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The incumbent serves as a Broadcast Engineering/Production Specialist and is responsible for both technical engineering and production operations to include but not limited to the maintenance of equipment used in radio and television programming/broadcasting as well as the operation of audio/video production equipment as required of the House Recording Studio.

The incumbent must follow and adhere to all applicable workplace policies, practices, and procedures, as well as provide professional level customer service and exercise sound judgment and discretion when dealing with House Members, staff, and the general public. The incumbent must prioritize their own work and often works independently on assigned projects.

The incumbents pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, proven leadership skills and assigned level of responsibility.

The position does not have supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

  • Engineering responsibilities include but are not limited to the maintenance and repair of all audio and video equipment used in production operations. Daily and six-month proof of performance checks on all equipment including cameras, camera control consoles, servers and bulk electronic storage equipment, video switching equipment, character generators, etc., assist with equipment installations, mobile production unit placement, setup and storage, and perform specific manufacturer recommended modifications of equipment. Videotaping and/or technical editing and duplication of television programming.
  • Production responsibilities include but are not limited to the performance of a full range of audio/video production operations for recorded and/or live television programming. To include manned/robotic camera operation, studio lighting and teleprompter operation, video teleconferencing setup and operation, program editing, as well as assisting production/engineering operations with daily set-ups of all broadcast/production equipment prior to each day’s production activities and advise a supervisor of any malfunctions. Performs adjustments and repairs as required.
  • Work closely with management and staff to complete a wide variety of complex assignments and long-range planning efforts related to the mission of the department. Carry out and follow up on the completion of special projects and initiatives as assigned.
  • Keep apprised of day-to-day operations and keep appropriate management informed of ongoing activities as well as areas of concern.
  • Assist co-workers in utilizing internal practices and procedures to ensure performance is timely, responsive, and consistent with customer needs. Assist in training new employees as required.
  • Participate in the development of, and maintain tracking, measurement, and quality control process for assigned areas. Directly support/participate in special limited term projects and initiatives as required. Conduct after action reviews and provide feedback to applicable Managers and senior management.
  • Monitor and track workflow within area of responsibility. Maintain and seek to enhance customer service standards. Ensure that core responsibilities are properly completed in a timely manner.
  • Perform data entry, manipulate, and/or retrieve information and data from automated systems for assigned areas. Perform miscellaneous clerical and administrative support as needed.
  • Some travel may be required to perform unscheduled off-site duty.
  • This position is identified among CAO critical staff. The incumbent may be called upon to report for duty with or without advance notice during disruptive events and may require operating in potentially unpredictable and demanding conditions, including a work location other than the normal working location. The incumbent is expected to make all personal accommodations to ensure their availability to report for duty accordingly.

Qualifications

Qualifications:

  • 5 years Professional broadcast engineering experience, with technical operations experience preferred.
  • Robotic/manned camera maintenance & operation, studio lighting, technical and/or floor directing, non-linear editing, audio operations, video teleconferencing, teleprompter and character generator experience preferred.
  • Bachelor’s degree in a discipline related to the position or an equivalent level of professional work experience preferred.
  • Experience maintaining and using various automated office systems and software programs preferred.

Knowledge, Skills and Abilities Required:

  • Knowledge and understanding of television, radio, satellite, fiber optic cable and associated electronic and mechanical equipment and systems. Sound working knowledge of studio facilities, equipment and standard television production operations.
  • Studio camera maintenance & operation experience preferred.
  • Robotic camera maintenance & operation experience preferred.
  • Knowledge of video teleconferencing systems preferred.
  • Knowledge of audio/video web streaming preferred.
  • Knowledge of software and equipment needed to stream audio/video over the Web preferred.
  • Ability to drive, maintain and operate a mobile uplink satellite system preferred.
  • Knowledge of the legislative environment, U.S. House of Representatives, and the operations thereof, preferred.
  • Ability to understand and apply workplace policies, practices, rules and established procedures, as well as exercise sound judgment and discretion.
  • Understanding of and ability to establish and maintain administrative and quality control processes.
  • Ability to read and interpret schematic diagrams.
  • Ability to communicate effectively, both orally and in writing, as well as the ability to establish effective working relationships with senior staff and other high-ranking officials.
  • Ability to handle sensitive and confidential matters with tact, both personal and operational, as well as the ability to exercise judgment and discretion. Demonstrable organizational skills and attention to detail.
  • Ability to successfully complete and apply applicable training, technical and otherwise.
  • Ability to work effectively as part of a team or independently in an interdisciplinary customer service-oriented work environment.
  • Ability to meet minimum physical requirements to perform required duties including the ability to lift up to 50lbs, kneel, crouch, push production carts and tape down cables.
  • Availability to work rotating shifts and additional hours as required.
