US Federal Maritime Commission is Hiring an Industry Economist (Director Bureau of Trade Analysis and Chief Economist) Near Washington, DC

Duties

Serves as the Director, Bureau of Trade Analysis (Director) and the Chief Economist of the Federal Maritime Commission (FMC). In this capacity, the responsibilities of the Director include:

  • Supervising the day-to-day activities of Bureau of Trade Analysis (BTA) staff and ensuring superior work product.
  • Serving as the agency's Chief Economist, directing the provision of economic expertise for agency initiatives including rulemaking proceedings; the development of economic studies, analyses in support of FMC regulatory functions and oversight of data processes.
  • Preparing or overseeing preparation of expert testimony in fact-finding investigations and cases of unfair shipping practices under section 19 of the Merchant Marine Act of 1920 Act and Foreign Shipping Practices Act of 1988 and in cases seeking injunctive relief under section 41307(b) under the Shipping Act of 1984, as amended, for carrier or marine terminal operator agreements likely through a reduction in competition to increase rates or decrease service unreasonably.
  • Serving as principal consultant and advisor to the Chairman, Commissioners, and senior agency leadership regarding the regulation of agreement-related anticompetitive practices and the operations of regulated parties.
  • Planning, developing, and administering regulatory policies and compliance programs associated with tariffs and ocean common carrier service contracts.
  • Participating in meetings with FMC executive leadership.

  • Drug testing is required upon selection and the incumbent may be subject to random drug testing while occupying the position.

  • Entrance on duty is contingent upon completion of a preliminary security clearance. You will need to successfully complete a background security investigation and be able to obtain/maintain a Top Secret security clearance for retention in this position.

Qualifications

You must meet the following qualification requirements by the closing date of this announcement:
As a basic requirement, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and possess experience that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet the basic qualification requirement and all executive and mandatory technical qualifications determinations will eliminate you from further consideration.
EXECUTIVE CORE QUALIFICATIONS (ECQ):
ECQ 1: LEADING CHANGE - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. This ECQ requires the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Competencies required: Conflict Management; Leveraging Diversity; Developing Others; and Team Building.
ECQ 3: RESULTS DRIVEN - This core qualification involves the ability to meet organizational goals and customer expectations. This ECQ requires the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies required: Accountability; Customer Service; Decisiveness; Entrepreneurship; Problem Solving; and Technical Credibility.
ECQ 4: BUSINESS ACUMEN - This core qualification requires the ability to manage human, financial, and information resources strategically. Competencies required: Financial Management; Human Capital Management; and Technology Management.
ECQ 5: BUILDING COALITIONS - This core qualification requires the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies required: Partnering; Political Savvy; and Influencing/Negotiating.
MANDATORY TECHNICAL QUALIFICATIONS: The incumbent must possess the qualifications below in order to perform the duties of the position. The applicant is to provide a separate narrative statement for each of the following mandatory technical qualifications that describes fully, but concisely, how their experience supports each of the following qualifications. The combined narrative statements should total no more than 6 pages (2 pages per MTQ). Failure to address these specific qualifications in a separate narrative statement will eliminate applicants from consideration:
MTQ 1: Expert knowledge and experience applying economic competition principles and quantitative techniques to evaluate markets and shipping practices, as well as to develop and present testimony, and expert ability to develop appropriate authoritative recommendations to higher-level decision makers for action. Provide examples and explain the complexity of the knowledge possessed and the sensitivity of the issues handled.
MTQ 2: Demonstrated ability to coordinate program operations and activity with other internal and external offices, and represent an office to key individuals and groups outside the immediate work unit. This includes superior writing and oral communications and negotiating skills. Provide examples and explain the complexity of the knowledge possessed and the sensitivity of the issues handled.
MTQ 3: Substantive knowledge of economic and policy issues affecting international trade or the global intermodal transportation industry. Provide examples that support how you successfully meet this requirement and explain the complexity of the knowledge possessed.

Education

In order to be considered, you must meet the following education requirements by the closing date of this announcement:
Successfully completed of a full 4-year course of study in an accredited college or university leading to a bachelor's degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Have a combination of education that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus AND experience that involves the use and understanding of economic principles and theories.
Examples of qualifying experience include: (1) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (2) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (3) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (a) personal research that produced evidence of results, (b) direction of graduate theses in economics, or (c) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: economic statistics; industrial surveys; management of individual business enterprises, including farms; industrial planning; writing or editorial work in economic subjects; and financial market analysis.
An advanced degree in Economics is preferred.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
