US Federal Highway Administration is Hiring a Realty Specialist (Right of Way) (Open to both U.S. Citizens and Federal Employees) Near Raleigh, NC

Duties

As a Realty Specialist (Right of Way), you will:

  • Manage and monitor all aspects of the ROW functions in the State(s) assigned. Develop and implement the stewardship and oversight activities necessary to support and monitor all aspects of the States’ ROW. Assist Division leadership in promoting new ROW programs and modification of existing ones.
  • Provide interpretations, clarifications, and authoritative determinations concerning FHWA policy, procedure, and regulatory requirements to ensure the greatest degree of compliance while also providing the necessary flexibility to meet overall program objectives.
  • Maintain liaison with other Federal, State, and local agencies. Develop and present training to State, local public agencies, and other transportation stakeholders to improve performance and knowledge of new or existing requirements.
  • Plan, manage, and direct activities related to the Federal-aid aspects of ROW. Identify stakeholders’ and partners’ needs and uses available resources and guidance to meet those needs and to address questions. Perform oversight reviews to ensure conformance with Federal regulations.

The ideal candidate:

  • Has experience providing highway program policy guidance and technical assistance regarding a broad range of right-of-way (ROW) and real property concepts, principles, laws, and regulations, including real property appraisal, acquisition methodology, relocation assistance and payments, property management, outdoor advertising, junkyard control, and eminent domain procedures.
  • Has a background that includes a highly defined practical knowledge of the real estate principles, policies, and methodologies in all phases of real property actions, as well as expert analytical and interpersonal skills, to provide advice or solve problems related to complex or controversial real property activities.
  • Has experience in program management and program review, is willing to travel, and has experience representing the organization on ROW and related program matters.

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

For the GS-11:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included:

  • Experience evaluating the effectiveness of Right of Way (ROW) highway programs, such as providing policy interpretation and technical assistance, or recommending actions to correct inadequacies in procedures and practices for ROW programs and projects.

Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.

You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

For the GS-12:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-11 grade level, which included:

  • Experience managing and evaluating the effectiveness of Right of Way (ROW) highway programs, such as providing policy interpretation and technical assistance, or developing and recommending actions to correct inadequacies in procedures and practices for ROW programs and projects.

You cannot qualify based on education at the GS-12 level, you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Real Estate - Knowledge of real estate principles, practices, markets, and values.
  • Reading Comprehension - Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
  • Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of the closing date of this announcement.
