Duties

Duties will vary depending on agency and position. As a Transportation Industry Analyst within DOT, you will:

  • Analyze and make recommendations on carrier proposals for; certificates, licenses, permits, or authorities to operate in specified geographic areas or to provide specified transportation services; and exemptions from regulatory controls or requests for special authorities (e.g., emergency operating conditions).
  • Assist in evaluating carrier's operating revenues and expenses and overall financial position to determine whether a need exists for financial support, and recommend action to grant, reduce, or discontinue subsidies.
  • Analyze and make recommendations on contracts, agreements, and other arrangements between or among carriers, covering a variety of operating conditions within the area of economic regulation.
  • Study transportation modal trends and potentials.
  • Assist in conducting fact-finding studies of industry practices and operations to determine and report on possible violations of statutes, regulatory orders, rules and regulations.

The ideal candidate is an individual who is seeking challenging assignments that involve regulatory responsibilities in regard to one of the transportation industry-areas of civil aviation, both domestic and international; ocean shipping, both domestic offshore and international; and interstate rail, pipeline, motor, and inland water carriers and freight forwarders. The purpose of this regulation is to to preserve the economic health of the industry, and to protect the public against unfair and unlawful practices.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.

Qualifications

For the 2110 series, specialized experience may have been gained with a carrier or shipper, carriers' or shippers' associations, transportation consulting organizations, State, local, or Federal regulatory bodies, or similar groups or organizations. Some positions may require specialized experience in a particular mode of transportation (e.g., air, railroad, motor carriers), or in a particular kind of traffic (e.g., passenger, freight), or both. If applying based on education, the degree must be in the following: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

For the GS-07: You qualify for this grade level if you meet one of the following experience and/or education requirements.

On Experience, at least one year of specialized experience, equal or equivalent to the GS-05 grade level, which included:

  • Experience providing program and/or project support in the transportation related industries (i.e. local, state, and/or federal); AND
  • Conducting analyses and fact-finding studies.

On Education, you must have:

  • 1 year of graduate-level education towards a master's or equivalent graduate degree, OR a Bachelors degree with Superior Academic Achievement*.
  • Or, you can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
  • Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled.)
  • Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.) - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

For the GS-09: You qualify for this grade level if you meet one of the following experience and/or education requirements.

On Experience, at least one year of specialized experience, equal or equivalent to the GS-07 grade level, which included:

  • Experience providing program and/or project support in the transportation related industries (i.e. carrier or shipper, carriers' or shippers' associations, transportation consulting organizations, State, local, or Federal regulatory bodies, or similar groups or organizations); AND
  • Conducting analyses and fact-finding studies; AND
  • Preparing data reports.

On Education, you must have:

  • 2 years of progressively higher level graduate education leading to a master's degree, or have been awarded a master's or equivalent graduate degree.
  • Or, you can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following area:

  • Transportation - Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of closing date of the announcement.
