US Office of the Secretary of Transportation is Hiring a Remote Transportation Industry Analyst - DIRECT HIRE

Duties

As a Transportation Industry Analyst, you will perform some or similar duties listed below, which are not all inclusive:

  • Analyze, monitor, and develop long-term views of the transportation industry’s operating and competitive structures regarding transportation cost, fares, service, contracts, agreements, traffic trends, and/or proposals.
  • Review orders and licenses for carriers’ services prepared by the U.S. and Foreign governments to ensure consistency with the provisions of bilateral agreements and the state of the transportation relationship.
  • Assist in development or prepare testimonies for congressional hearings on transportation issues, DOT decisions, positions, and policies with respect to the transportation industries regulatory recommendations and requirements.
  • Participate in conferences with transportation industries representatives to resolve difficult transportation industry issues to ensure that stakeholders receive services and contracts that are rendered properly.
  • Participate with staff members, Supervisors, Directors, Deputy Directors, and/or Division Chiefs in conducting in-depth analyses, and providing advice to Departmental Officials which form the basis for establishing regulatory policies affecting the transportation industry.

The Ideal Candidate Statement: OST is looking for a seasoned, motivated, and self-reliant professional who can share their expertise in civil aviation and/or international transportation/trade program practices, operations, equity, or competitive structure issues with skilled professionals, which sits directly across the street from the Metro and a few blocks away from the National’s Baseball stadium. CONDITIONS OF EMPLOYMENT:

  • SECURITY CLEARANCE: Varies by position. If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • TELEWORK ELIGIBILITY: Varies by position and will be based upon the mission requirements and supervisory determination. If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.
  • REMOTE WORK: Varies by position. Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. Salaries for all areas are available on the OPM website at: https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2024/general-schedule/ If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience researching, identifying, and assessing the impact of civil aviation and/or international transportation/trade program practices, operations, equity, or competitive structure issues OR civil aviation and/or international transportation industry area analyzing the effects of existing or proposed regulatory/policy alternatives affecting transportation programs AND preparing written analytical reports that address the consequences of adopting them.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience independently researching, identifying, and assessing the economic impact on civil aviation and/or international transportation/trade program(s) involving public policy issues or multi-modal programs OR planning and conducting studies on the impact of existing/proposed civil aviation and/or international transportation/trade program legislative/regulatory policy alternatives affecting public policy issues or multi-modal programs OR performing other analytical, evaluative, advisory, or comparable civil aviation and/or international transportation/trade work impacting policy/regulatory positions on a particular program(s) AND preparing and presenting analytical findings that address the consequences of adopting them to senior level officials.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Transportation Industry Analysis - Uses Knowledge of transportation industry regulatory controls, of the customs and competitive practices of carriers, and of carrier operations, services, and facilities including a general knowledge of economics, statistics, law, business management and related subject-matter areas, but does not require full training and professional competence in any of those fields that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical transportation information related to the job; advises others on technical transportation issues.
  • Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  • External Awareness - Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
  • Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
  • Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner for the intended audience.
