US Department of the Air Force - Agency Wide is Hiring a Principal Deputy Assistant Secretary of the Air Force Energy Installations & Environment Near Arlington, VA

Duties

1. Organizational: Serves the SAF/IE in leading the organization's strategic planning and provides direction and prioritization for the formulation and execution of long range strategic plans and policies. Develops measures of effectiveness to determine the health of programs in the SAF/IE portfolio. Specifically, these programs include:
a. Operational Energy (energy required for training, moving and sustaining military forces and weapons platforms for military operations): Deliver optional operations planning and execution solutions for existing gaps. Provide innovative energy solutions for new and legacy aircraft and systems. Furnish energy-efficient weapon systems sustainment. Support the production of energy-informed war plans. Educate the force and build a culture for operational energy.b. Installations: Inform and execute the strategic basing process. Provide policy and oversight over installation planning (National Environmental Policy Act (NEPA), climate adaptation and resilience planning, joint military-civil airfield usage, and installation development plans and infrastructure reduction initiatives. Execute real estate authorities to include acquisition, disposal and leases. Develop strategies and policy for housing (unaccompanied and family housing-government-owned and privatized), utility privatization and joint land use studies. Provide effective policy, oversight and outreach for mission sustainment (encroachment) and community partnership.
c. Environment, Safety and Infrastructure: Develop strategic direction, policy and oversight of installation energy, innovation and program development; Military Construction, facility sustainment, restoration & modernization, and demolition; environmental compliance, restoration, natural and cultural resource management; occupational safety; and occupational health. Review and authorize cost variations associated with infrastructure and environmental programs. Integrate and synchronize installation energy and climate change mitigation and adaptation programs.
d. Acquires the financial, materiel, manpower, and information resources needed to carry out DAF-wide enterprise integration efforts through partnership with the Agile Combat Support Lead Agent, Air Force Futures (AF/A5/7), Air Force Strategic Plans and Programs (AF/A8), USSF Chief Strategy and Resources Officer, and with all other principal Leads across the DAF in the Planning, Programming, Budgeting and Execution (PPBE) process. Determines the most economical means of achieving effective installation power projection platforms for Air and Space warfighters and the Joint Force. Advocates and justifies positions to the SecAF, Chief of Staff of the Air Force (CSAF), and Chief of Space Operations (CSO). Ensures subordinate staff and agencies have sufficient funds to conduct necessary mission operations.
2. People/Team: Builds and leads cohesive, high-performing organizational, joint and interagency teams in the development and promulgation of policies and enterprise integration of resources to implement and achieve long-range strategic plans. Continually fosters collaborative relationships, leads/participates in enterprise governance and counsels, and consults with other HQ staff agencies, to include the Department of Defense (DoD), sister Services, and Federal agencies, Major Commands (MAJCOMs), USSF Field Commands (FLDCOMs), Numbered Air Forces (NAFs), Field Operating Agency (FOAs), and Direct Reporting Unit (DRU) commanders, industry partners, and academia as appropriate. Issues DAF Policy Directives (DAFPDs), DAF Instructions (DAFIs), and DAF Manuals (DAFMANs), policies and guidance, as necessary, to accomplish strategic plans consistently throughout the DAF and its Services. Establishes short and mid-term objectives to achieve administration goals, congressional intent, and to implement transformation guidance from the SecAF, USecAF, CSAF, and CSO. Directs the development of quantitative and qualitative means of assessing policy compliance and program effectiveness in achieving integrated capabilities.
Continually reviews evaluations of subordinate programs for the same. Direct changes in policies and programs as needed to better achieve DAF integration goals and objectives.
3. Personal/Representational: Represents the DAF with a wide range of key internal and external officials. Establishes, develops, and maintains contact with executive-level officials of OMB, OSD, Combatant Commands, the Joint Staff, DoD components and Field Agencies, Federal Agencies, other executive and legislative agencies, other SAF, HQ USAF, and HQ USSF organizations, and professional entities.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability. (For new SES Appointments)
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
A. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Authoritative knowledge of a diverse portfolio inclusive of installations (facilities and infrastructure; real estate; house; installation planning), environment (compliance, conservation and clean-up), and energy in the areas of strategy and policy development, programming and execution.
2. Sustained exceptional executive-level management of program cost, schedule, and performance objectives and risk management, especially experience in Military Construction, Strategic Basing, or Third-Party investment.
B. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be outdated. Refer to the OPM Guide to SES Qualifications for specific information and guidance on the ECQ requirements, the C-C-A-R model, and examples of good qualifications statements located here.
ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required-this information should be embedded within the application package [Resume not to exceed 5 pages) and Technical Qualifications (not to exceed a combined total of 2 pages].

Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
