US Department of the Air Force - Agency Wide is Hiring a FINANCIAL MANAGEMENT SPECIALIST-DIRECT HIRE AUTHORITY Near Kirtland, NM

This position supports the delivery of Agile War-Winning Capabilities in the Air Force Materiel Command, Air Force Nuclear Weapons Center, Air Delivered Capabilities Directorate, providing financial management services to personnel, programs, support missions, associates, and external customers for the AFMC. This is a non-supervisory responsible for analysis, formulation, and planning of a multi-billion-dollar portfolio across the Future Years Defense Program for Acquisition and Sustainment efforts. Position reports to the Operation's Division Branch Chief for FM, reporting three levels below the Director. The assigned Directorate consists of six Divisions (two are geographically separated locations) with approximately 300 military and civilian personnel. The Directorate financial portfolio consists of multi-year funding, to include Investment, Research & Development, Test and Evaluation and Procurement funding), Expense (Operations and Maintenance), Foreign Military Sales (FMS) and Reimbursable funding.
MAJOR DUTIES:

  • Assists in leading and supporting all the Directorate's FM analysis and studies for strategy budget formulation, execution of budgets, resource management of multi-year funding for local and geographically separated aligned units (in continental United States and overseas.
  • Portfolio manager for financial matters, such as programming, execution, budget, and future years forecasting.
  • Prepares and regularly briefs financial reporting, budget justification, unfunded requirements, and fiscal strategies for directorate's overall portfolio. This includes (but not limited to) maintaining awareness of operational program cost, schedule, performance, requirements, and risk as it relates to the Directorate's financial state.
  • Leads, collaborates, coordinates, and provides financial guidance and support to assist in ensuring timely and effective execution of Air Delivered portfolio missions.
  • Assists the Directorate's cost analysts with the successful completion of cost studies and analyses as assigned by the Chief of Financial Management or as determined necessary to support AFNWC program requirements and AFNWC goals in general.
Highly Desired Skills
  • At least 2-3 years' experience managing and reporting status on single and/or multi-year appropriation financial program(s) outlined on the resume that can be verified by references provided.
  • Immediate experience utilizing the Comprehensive Cost and Requirements (CCAR), Project Management Resource Tools Enterprise Analytics (PMRT-EA), Commander's Resource Integrated System (CRIS) and GAFS for program and financial management, to include creating a CCAR record, loading and distributing approved and authorized funds authority, coordinating on funding documents and accessing specific reports (e.g., forecasting, status of funds execution and open commitments, etc.).
  • Be proactive and demonstrate ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to Program and Financial Managers within the Directorate, Program, Center, and Program and Element Managers (PM/PEM).
  • Experience in developing, applying, and adjusting financial plans and policies to attain organizational objectives.
  • Mastery of oral and written communication sufficient to prepare and deliver technical presentations on federal financial management directives, processes, practices, procedures, tools, systems and/or documentation to a diverse audience of novices through senior leaders.
  • Demonstrated an advanced-level proficiency with MS Office applications and Air Force level financial systems.
  • Strong background in analytics, acquisition, budgeting, accounting, and the ability to select and apply a variety of standard or new analytical methods/techniques to budgetary processes.
  • Ability to gather, assemble, and analyze data to recognize issues, project potential effects, prepare summary reports of findings/conclusions, and provide recommendations or courses of actions.
  • Ability to identify areas of funding shortfalls and excesses and propose re-programming/re-phasing actions as needed.
  • Strong understanding of acquisition program structure for budgeting, budgeting procedures, regulations, policies, and guides.

  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is an Air Force Drug Testing Designated Position. The incumbent must pass a drug test and will be subject to random drug testing.
  • The incumbent of this position may be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
  • Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of structure, programs, and work methods of organization(s) for financial management and budget work.
2. Knowledge of the commonly used agency financial management and budget procedures, regulations, precedents, policies, and guides.
3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, financial management and budget precedents and controls guidelines, and regulations.
4. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
5. Ability to communicate clearly and effectively, both orally and in writing.

Additional information

This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 2 or Alternate Professional Certification (as identified by OUSD(C) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 60 Continuing Education Training (CET) hours every 24 months.
The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management Practitioner (APDP Level 2 prior to Oct 2022) certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
