US Defense Logistics Agency is Hiring a Supervisory Contract Specialist NF-05 Near Fort Belvoir, VA

Duties

  • Serves as Chief of HQs, Defense Logistics Agency NAF Contracting with responsibility for planning, managing, and executing a comprehensive acquisition program to meet the needs of MWR at the installation.
  • Administratively and technically responsible for all purchasing agents, and contract specialist.
  • Interprets and implements requirements imposed by higher authority involving regulations, laws, and good business practices.
  • Incumbent ensures that adequate internal control systems are developed and operative so that NAFI and Government resources are efficiently and effectively managed.
  • Directs the utilization of all procurement methods with responsibility for assuming that applicable methods or techniques meet the circumstances.

  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
  • Must have the ability to acquire and maintain a contractingofficer's warrant.

Qualifications

Progressively responsible work experience at or equivalent to the next lower level indicating the knowledge, skills, and abilities to perform successfully the work of the position.
Must have experience managing multi-million dollar procurements requiring source selection procedures.
Must be highly skilled in written and verbal communications, have excellent presentation skills, and possess proven leadership and customer service abilities.
Must be proficient in Microsoft Windows, Word, Excel, Power Point, and other software as required.
Ability to meet stringent deadlines in a fast-paced environment.

Highly Preferred:
Must possess a bachelor's degree, CPCM, DAWIA II/III in contracting or other applicable professional certification and experience in the field.
Must possess at least three(3) or more years of Non-appropriated Fund (NAF) and/or Appropriated Fund (APF) contracting experience with service and supply contract.
Must have an existing contracting officer's warrant with the Federal Government.
Must possess higher Defense Acquisition University (DAU) certifications.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
