US Bureau of Safety and Environmental Enforcement is Hiring a Program Manager Near Washington, DC

Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Offshore Regulatory Programs (OORP) in Washington, DC or Sterling, VA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Develop and direct Bureau of Safety and Environmental Enforcement (BSEE) Cybersecurity (CS) programs and projects. Evaluate comprehensive management plans and actions with the objective of identifying potential CS related risks, assessing potential impacts, and formulating mitigation plans or actions.
2. Establish and lead an organization wide program focused on recognizing risks related to Operational Technology/Industrial Control Systems (OT/ICS). Influence and guide external OT/OCS owners toward adopting appropriate actions to ensure they have robust OT/ICS cybersecurity plans/systems in place.
3. Develop, draft and issue BSEE internal and external CS guidance and policy.
4. Develop a methodology and implement the processes for determining and monitoring CS risk.
5. Establish and develop working partnerships focused on CS risks and controls with federal entities and the OCS operators. Represent BSEE on Federal and Industry CS networks to remain apprised of program and technology developments.
6. Review reported incidents with an actual or potential CS component to identify contributing factors or root causes for further evaluation or sharing.
6. Monitor technology development or best practices being promoted by the OCS industry, CS leaders or other Federal/State agencies and bureaus.
Salary Range Information
GS-14: ($139,395 - $181,216) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BSEE-EEEE-24-JB-143(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Establishing and coordinating a program across multiple organizational units such as departments, bureaus, offices. 2) Using established risk assessment methodologies and tools to identify and mitigate operating risks related to automated control systems or processes. 3) Recommending and implementing corrective actions to mitigate identified deficiencies in Operational Technology/Industrial Control Systems (OT/ICS). 4) Communicating strategic concepts and prescriptive mitigation actions to diverse audiences; AND 5) Serving as a Senior Advisor to management and executive leadership in developing and implementing strategic plans in support of cyber security to achieve program objectives.
