US Bureau of Industry and Security is Hiring a Deputy Director, Treaty Compliance Division (DE) Near Washington, DC

Duties

As a Deputy Director, Treaty Compliance Division, you will perform the following duties:

  • Plan, execute, and manage major and continuing agency program segments on behalf of the Department of Commerce and under the Bureau of Industry and Security (BIS) which are directly related to Chemical Weapons Convention (CWC) treaty compliance activities and actions.
  • Serve as an authoritative technical and policy expert on compliance/non-compliance activities and initiatives regarding the proliferation of weapons of mass destruction (WMD) vis-à-vis established nonproliferation treaties impacting both the Government and private-sector industries.
  • Provide direction, guidance, and supervision to staff to ensure that U.S. treaty obligations are met while implementing cost-effective measures to protect national security and confidential business information.
  • Serve in a leadership role at meetings and conferences within the relevant international organizations to manage coordinated, cooperative, and concerted progress on arms control matters and related technical capabilities.
This Job Opportunity Announcement may be used to fill other Deputy Director, Treaty Compliance Division, GS-1101-15, Full Performance Level (FPL) GS-15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

  • Travel: This position requires domestic and international travel in commercial aircraft and public transportation to perform temporary duty assignments up to 25% of duty time. This may include weekends and possibly holidays and sometimes on short notice. Also, travel may include participation on U.S. Delegations or visits to chemical, nuclear, or biological facilities and their production areas.
  • Overtime: Overtime is required when necessary.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: To qualify at the GS-15 grade level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:

  • Leading or managing policy, program, or regulatory matters related to the chemical industry/engineering, chemical regulations/compliance, or chemical threats;
  • Advising senior leaders on technical or analytical methods and techniques related to the implementation of, compliance with, or interpretation of the Chemical Weapons Convention;
  • Providing recommendations to senior leadership on compliance, regulatory matters, and/or the adjudication of policies; and
  • Collaborating with internal and external stakeholders to make policy recommendations and decisions.
