This announcement is for two positions serving as Planning and Environmental Coordinators (P&EC) in the Bureau of Land Management (BLM), OR/WA. One position is in the Northwest Oregon District, Salem, OR duty station. The second position is in the Lakeview District, Klamath Falls, OR duty station.
Major Duties (summary):
The position serves as a Planning and Environmental Coordinator (P&EC) in the Bureau of Land Management (BLM). , OR/WA NW Oregon District Office in the Division of Resources. This position provides interpretation, guidance, program leadership and implementation for the development of major planning efforts such as Resource Management Plans (RMPs) and Environmental Impact Statements (EISs). This position works in concert with land, minerals, wilderness, fire management, wildlife, aquatics, recreation and forestry staff in a variety of planning efforts.
Major Duties (detailed):
Plans, leads/supervises, coordinates and implements resource management planning activities in the field and ensures that Resource Management Plans (RMP), Environmental Impact Statements (EIS) and Environmental Assessments (EA) documentation meets prescribed quality standards and is in compliance with the Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations and Departmental and Bureau guidelines.
Plans, organizes, and leads/supervises the preparation of planning documents including the pre-planning analysis, management situation analysis, RMPs, EIS preparation plan and draft and final EISs.
Serves as technical liaison between Field Offices and other entities; such as State Office, other BLM offices, Washington Office, Regional Solicitor's office, other federal, state and local government agencies, Indian Tribal Governments, contractors and external customers.
Interprets planning and National Environmental Policy Act (NEPA) laws, regulations, policies and guidance for field office specific land and resource management programs, and the resolution of a wide variety of protests and appeals. Develops planning and NEPA guidance for local field office use that may be in the form of Instruction Memoranda (IM), Information Bulletins (IB), desktop references, and/or handbooks.
Monitors and assesses the adequacy of the planning and NEPA database, and coordinates updates.
Serves as a spokesperson for the RMP/EIS/EA and is responsible for all public contact. This includes scheduling inter-agency and public meetings, recording comments, initiating responses and systematically ensuring that the RMP/EIS/EA meets specified public input regulations.
There is no substitution of education for experience at the grade level(s) of this announcement.
