US BUREAU LAND MANAGEMENT is Hiring an Interdisciplinary Natural Resources Specialist or Physical Scientist Near Santa Fe, NM

Duties

  • Contribute to and coordinate the completion of National Environmental Policy Act (NEPA) analysis for fluid minerals leasing, resource management plans, development permits, and the development of new policies and regulations.
  • Contribute to and coordinate the development, completion, and implementation of local and national level policies impacting the fluid minerals program.
  • Serve as recognized Bureau of Land Management (BLM) expert and authority for the BLM's fluid minerals surface management program.
  • Coordinate fluid minerals surface management program activities. Oversee compliance with program objectives, complete program reviews, set program and training objectives, conduct workshops, and implement directives.
  • Provide technical expertise and program leadership to staff and managers.

Qualifications

BASIC Education Requirement for the 0401 Series:
A. Successfully completed a bachelor's degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts.
OR
B. A combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts.
BASIC Education Requirement for the 1301 Series:
A. Successfully completed a bachelor's (or higher) degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit copies of your transcripts.
OR
B. A combination of education and experience in one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
The ADDITIONAL QUALIFICATIONS Requirement
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) providing input on budget matters for fluid mineral sub-activities related to oil and gas surface management; (2) assisting in the development of implementation strategies for planning and NEPA decisions related to public land management; (3) implementing management plans for the development, utilization, monitoring and protection of resources; (4) interpreting National Environmental Policy Act (NEPA) laws, regulations, policies, and guidance for specific land and resource management programs and projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Although most of the work is in the office, field inspections necessitate hiking or walking in mountainous terrain at all times of the year. Incumbent is required to travel in difficult terrain and extreme climatic conditions by foot, 4-wheel drive vehicles, and UTV. Work may also include lifting of moderately heavy items, such as equipment and samples that weigh up to approximately 50 pounds.
Work Environment: Work will occur in three principal settings: a) office, b) travel to isolated locations, and c) on-site tours of mostly oil and gas project sites in remote locations were special safety precautions and/or protective clothing and equipment is required. Office work may periodically involve intense mental activity and some stress in situations involving complex solutions and short deadlines. Field work may involve walking and driving motor vehicles over rough terrain in all kinds of weather ranging from high winds and below freezing to over 100ºF temperatures. Poisonous insects, plants and snakes may be encountered. There will be travel and time spent away from the home office to attend training, site visits, and/or to coordinate meetings. Travel of up to five days per month may be required.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
There is no substitution of education for the specialized experience at the GS-12 grade level of this announcement.
