Us Army National Guard Units is Hiring an INDUSTRIAL HYGIENE TECHNICIAN (TITLE 5) Near Springfield, IL

Duties

As a INDUSTRIAL HYGIENE TECHNICIAN (TITLE 5), GS-0640-9, you will plan, schedule, execute, manage, and administer the ARNG Industrial Hygiene program for the state to maintain and promote the health of military and technician personnel.

  • Ensure statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA), federal, state, and all applicable regulations, standards, and guidance.
  • Survey, inspect, and evaluate operational and newly constructed facilities and various activities to identify, evaluate and reduce or eliminate potential health hazards.
  • Make recommendations on control measures and changes in work procedures or schedules to ensure compliance with established health standards.
  • Perform special surveys of facilities and shops when new equipment is installed or work procedures change.
  • Identify potential physical, biological, chemical, and radiological health hazards in the workplace.
  • Review plans for new and existing construction and renovation projects to ensure that applicable standards are incorporated.
  • Recommend appropriate changes which would prevent adverse health impact.
  • Conduct studies and surveys of varying degrees of complexity, analyzing laboratory and instrument results.
  • Write and coordinate reports to identify and evaluate potential health hazards.
  • Educate workers about hazards during industrial hygiene surveys.
  • Interpret Material Safety Data Sheets (MSDSs) for employees, shop supervisors, and Occupational Health Nurse.
  • Interface with manufacturers of hazardous materials to ensure that the most current version of health hazard information is available.
  • Provide subject matter expert advice for Hazardous Material Communication (HAZCOM) training as required.
  • Assess use of and prescribe personal respiratory protection based on air sampling results and professional judgment.
  • Provide employees with work education and training on various subjects in accordance with all applicable regulations.
  • Schedule employees for fit testing and respirator selection, specify and recommend replacement parts and cartridges, calculate end of service life as necessary and maintain all applicable records.
  • Calibrate equipment and ensure compliance with existing calibration schedules for all industrial hygiene equipment.
  • Recommend appropriate engineering and/or administrative changes and/or hearing protective devices as corrective measures where excessive noise levels are found.

  • Federal employment suitability as determined by a background investigation.

  • Must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by the TAG.
  • Participation in direct deposit is mandatory.

  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement.
SPECIALIZED EXPERIENCE: GS-09 Level: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the Federal service in the normal line of progression for the occupation, Industrial Hygiene Technician. Examples of specialized experience would typically include, but are not limited to: planning, scheduling, managing, and administering an Industrial Hygiene program; performing special surveys of facilities and shops when new equipment is installed; identifying potential physical, biological, chemical, and radiological health hazards; reviewing plans for new and existing construction and renovation projects to ensure applicable standards; interpreting Material Safety Data Sheets (MSDSs) for employees; conducting noise surveys before commencement of new operations or work processes; and preparing reports on findings. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service.

Education: You must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position and is directly related to the work of this position, such as mathematical, physical, or biological sciences. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
