US Air National Guard Units is Hiring an EMERGENCY MANAGEMENT SPECIALIST (Title 32) Near Little Rock, AR

Duties

1. Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of wing policies and instructions relating to Emergency Management (EM). Develops, updates, and coordinates the Wing Emergency Management Plan (IEMP) 10-2. Establishes wing emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Consequence Management (CM), National Incident Management System (NIMS), the Air Force Incident Management System (AFIMS), and DOD guidance. Ensures EM planning and response actions are included in the wing Anti-Terrorism Force Protection (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and Chemical Biological Radiological Nuclear (CBRN) Control Center checklists. Serves as a member of Force Protection and Threat Working Groups. Develops, coordinates, and schedules annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA). Analyzes, reconciles, compiles and correlates differences in approaches and identifies capability shortfalls and limitations. Develops and maintains applicable EOC Quick Reaction Checklists (QRCs) in support of the IEMP 10-2. Recommends courses of actions regarding Readiness and Emergency Management within the Wing.
2. Conducts wing EM assessments; interprets and analyzes assessment results. Evaluates EM program to ensure compliance with established guidance. Ensures wing Risk/Hazard/EM vulnerability assessments are performed annually. Provides written findings and recommendations on corrective actions to Readiness and Emergency Management to the squadron, group or Wing leadership. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Performs unit self-inspections to check policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work and provide comprehensive report with any corrective action taken to leadership. Performs follow-up to ensure complete and quality resolution of discrepancies. Determines best course of action from many alternatives and recommends and supports this action to leadership.
3. Conducts initial and recurring training programs for EM functional areas. Develops, implements, and conducts wing EM and CBRN related training for first and emergency responders, specialized teams, and wing personnel. Conducts specialized EM training for senior wing leadership (i.e., EOC responsibilities). Develops written examinations and practical demonstrations to measure and assess the knowledge and skill of trained members. Educates and assists unit EM representatives on the EM education and training program. Develops and maintains master lesson plans for instructor-led courses utilizing available instructor guides created by Air Force Civil Engineer Center and Readiness Directorate (AFCEC/CX) tailoring lesson plans to local conditions. Reviews exercise reports to identify training shortfalls and conducts remedial training where required.
4. Serves as Emergency Operations Center Manager under the direction of the EOC Director. Provides guidance on mitigation, preparedness, response, and recovery. Provides EM and CBRN subject-matter expertise and support to the EOC director, incident commander, and other first and emergency responders. Oversees the establishment, organization, and maintenance of the CBRN Control Center.
5. Collaborates with on and off-base units and agencies on specific wing EM programs, policies, and procedures. Serves as the wing emergency management liaison with outside agencies at the local, county, and tribal level during emergencies. Assists in performing unit staff assistance visits utilizing checklists and criteria to determine compliance with program specific directives and procedures. Provides findings of staff assistance visits to flight leadership. Adapts accepted techniques for application to plan for emergency response to potential hazards in highly specialized and technical operations.
6. Performs other duties as assigned

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

  • Minimum Military Grade: NLT E-6/TSgt
Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard.
IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE:
Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions Specialized Experience time requirements of 1 year equivalent to at least next lower grade level. Specialized experience is experience that prepares the applicant to perform the duties of the position. In determining an applicant's qualifications, a staffing specialist may substitute the applicant's educational-degree study program or specific academic courses for a proportional period of specialized experiences.

Education

College academic courses or technical school education in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operations.

  • The incumbent utilizes knowledge of and skill in applying a comprehensive range of principles, concepts and practices relating to emergency management operations in carrying out the full scope of emergency management operations for the ANG Aviation Wing and supported units. The position utilizes journey level knowledge of a variety of emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents.
  • The incumbent has more responsibility for independently planning and carrying out assignments and more independence and freedom for accomplishing assignments than is described at this level.
  • This position requires use of a wide variety of agency policies, regulations, precedents and work directions but they are not always directly applicable. Due to gaps in specificity considerable judgment is required to interpret, modify, and apply the guidelines to specific problems or issues.
  • This level requires seasoned judgment to deal with a variety of problems involving such issues appropriate for most emergency management assignments within the NG. The position does not meet Level 4-5 where approaches must be modified or techniques developed to accomplish a broad range of assignments that require application of analytical techniques of substantial depth.
  • Work involves application of accepted criteria, principles, and standard methods to analyze and resolve conventional issues and problems and/or portions of broader studies covering Air National Guard emergency management, that includes a flying Wing and possibly tenant organizations, and geographically separated units. Work influences decisions of managers and other employees who must be able to leverage their resources with a coordinated crisis response.
  • At this level, contacts are made with employees and managers in the same agency, both inside and outside the immediate office, and with members of the general public; however, are generally not with individuals or groups from outside the agency.
  • The job exceeds FL 8-1 where work is mainly sedentary, but requires some walking in work areas and carrying light items. The position is evaluated as meeting FL 8-2 where some physical exertion is required such as recurring bending, crouching, stooping, stretching, or reaching as well as long periods of standing. Part of the incumbents work is in an office but a significant amount of time is on site at various facilities throughout the base or at geographically separated units serviced for the purpose of overseeing emergency response field work where dangers typical of the crisis or environmental hazards are ever present.
