TITLE: Chief Financial Officer

LOCATION: Jean F. Burkholder Administrative Service Center

SUPERVISOR: Superintendent of Schools

SUPERVISES: Administrative Assistant, Director of Accounting, Purchasing Agent, Accounting Department, Payroll Department and Print Shop 

JOB SUMMARY: Under the general direction of the Superintendent, the Chief Financial Officer is responsible for providing leadership in the administrations and operations of the business affairs of Urbana School District #116 in such a way to provide the best possible educational services with the financial resources available. Supervises business staff in following operations and board policy in administering the district’s financial affairs.

ESSENTIAL FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 

  • Plans, develops, coordinates, prepares and monitors the district's annual operating budget.
  • Plans and directs the District's internal and external audit processes. 
  • Manages the process of preparing, reviewing and adopting the annual tax levy under the Property Tax Limitation Act . 
  • Oversees the IWAS system and filing of all grant reports.
  • Reviews and recommends good risk management programs which include workers’ compensation, property, vehicle, and liability insurance and bonding.
  • Provides administrative direction for purchasing, risk management, contracts and emergency services 
  • Assumes responsibIlity for budget development, control, and long-range financial planning. 
  • Develops and administers a program for purchasing contract services, supplies and equipment. 
  • Develops specifications and lets bids as directed by Illinois School Code and Board of Education policy.
  • Oversees the District’s contract for student transportation. Works with contracted service providers to develop bus routes and coordinates efforts to provide efficient services.
  • Oversees all food service operations and contracts. Apply State and federal guidelines regarding free and/or reduced-price meal subsidies and qualification for participation.
  • Establishes and supervises a program of accounting and reporting for the financial affairs of the District. 
  • Manages the District's real estate and insurance programs. 
  • Optimize the handling of bank and deposit relationships and initiate strategies to enhance cash position and ensure appropriate investment of school district funds as provided by School Code and Board of Education policy
  • Supervises the development of required financial reports as required for all funds. 
  • Supervises the preparation of all claims for reimbursement from local, state and federal agencies as they apply to areas of responsibility.
  • Oversees the maintenance of finance and business records, reports and district files as determined by district policies and state laws.
  • Consults with the Superintendent and other personnel on questions relating to the District's business affairs. 
  • Prepares and submits to the Board of Education, reports and other documents as required. 
  • Provides administrative direction for accounting functions of the District. 
  • Conducts financial projections and analysis of District income and expenditures. 
  • Participates in maintaining the District's general financial integrity by implementing sound fiscal plans, internal control systems, audit activities, and system conversion and integration. 
  • Develops improvements to accounting, payroll and purchasing systems to provide efficiencies. 
  • Directs personnel in payroll preparation, accounts payable, accounts receivable, and purchasing. 
  • Participates in the selection, training, and evaluation of business services department employees. 
  • Supervises the collection and receipt of all monies payable to the District, keeping accounts and deposits as required by law. 
  • Establishes accounting procedures for property and equipment inventories. 
  • Oversees and works directly as liaison with Bond Counsel and Financial Underwriters on all District Bond Issues.
  • Assists in planning and assembling data for advisory groups. 
  • Reviews all financial reports required by county, state and federal regulations before submission to agencies. 
  • Represents the District as a member of the Urbana Indoor Aquatic Center management team.
  • Chairs the District Safety Committee & District Wellness Committee. Member of the Board Facilities Committee.
  • Approves all requests for use of District facilities. 

QUALIFICATIONS:

EDUCATION

  • CPA or Master's degree in business management, or accounting, or education with Illinois Chief School Business Official Endorsement preferred.

EXPERIENCE

  • Minimum of five years of experience in the field of business management, and/or accounting, including at least three years of experience in a supervisory capacity

OTHER SKILLS AND ABILITIES:

  • Plan, organize and administer the operations and activities of the Fiscal Services department. 
  • Administer budget and financial controls. 
  • Analyze, interpret and administer laws and regulations relating to a school district. 
  • Analyze and prepare financial statements and reports. 
  • Communicate effectively both orally and in writing. 
  • Plan and coordinate inter-departmental activities. 
  • Implement general policy decisions into effective plans of action. 
  • Follow oral and written instructions. 
  • Establish and maintain effective working relationships with others. 
  • Delegate responsibility. 
  • Meet schedules and timelines. 

LICENSES/CREDENTIAL: CPA or Illinois Type 75 with Chief School Business Official Endorsement preferred.

TERMS OF EMPLOYMENT: Salary is determined by the Superintendent. Twelve month work year. Start date is as soon as possible after January 1, 2022

EVALUATION:Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of professional personnel. 

START DATE: As soon as possible after January 1, 2022

NOTE: This is not a position within the collective bargaining unit and is an administrative position.
