Kinesiology and Community Health

The Department of Kinesiology and Community Health (KCH) seeks a full-time (12-month) Visiting Evaluation Manager. This position will support research activities for the statewide program evaluation for the Illinois Asthma Control Program. The position will also contribute conceptually and intellectually to evaluation activities themselves, from design to dissemination.
Major Duties and Responsibilities
Evaluation & Design
Acts ethically in evaluation practice; respects and maintains the dignity of participants and other stakeholders; Addresses real or perceived conflicts of interests in an appropriate manner.
Conducts literature searches and writes literature reviews when appropriate.
Discusses and documents the external and internal context amongst the Evaluation Team as part of the evaluation process; Understands the importance of addressing stakeholder needs and purpose.
Uses resources effectively and efficiently.
Contributes to evaluation research of various design, including quantitative, qualitative, and mixed methods, aimed at learning, understanding, and decision-making throughout the evaluation research process.
Participates in all phases of projects and in research related activities, including but not limited to publications and/or reports.
Leads in the construction and standardization of various data collection tools; aids in data management.
Works with program staff and external stakeholders to conduct strategic evaluation planning and individual evaluation planning.
Provides leadership and assistance to funders, partners and subgrantees in planning, designing and conducting program evaluation activities.
Shares knowledge regarding effective evaluation methods and reporting, and supports implementation of the shared knowledge.
Responds to requests for data or information from funders as well as stakeholders.
Collaborates with appropriate parties on the interpretation and use of the evaluation findings.
Regularly communicates the Evaluation Team’s activities via quarterly reports and annual progress reports; aids in reporting performance measurement.
Provides technical assistance to partners to develop, extend, and improve asthma prevention programs and services.
Communication
Fosters positive relationships and works effectively in a multidisciplinary team environment, and participating and assisting peers, superiors and a variety of stakeholders/partners throughout the state.
Engages a diverse range of users/stakeholders throughout the evaluation process in timely and appropriate ways (i.e., virtual conferencing, telephonic and email communication platforms).
Assists with the development and implementation of effective communication strategies to disseminate evaluation research findings.
Represents the Evaluation Team at various meetings and promote the use of data and evaluation results to inform decision-making and next steps for research.
Education
Actively pursues ongoing professional development to support and expand public health skillsets and knowledge while building professional connections. For example, this may be accomplished by attending various Environmental Protection Agency, Centers for Disease Control and Prevention (CDC), American Lung Association and Allergy & Asthma Foundation of America webinars.
Pursues ongoing professional development in evaluation, such as attending various evaluation webinars and participating in American Evaluation Association continuing education opportunities; independently grows evaluation knowledge via journal articles and other professional sources.
Represents the Evaluation Team at various meetings, webinars, and research conferences/meetings. Utilizes authority and position appropriately; is on time for work; dresses appropriately for the position; represents the team in a positive manner
Participate in a variety of asthma prevention program workgroups to identify and implement best practices, and aid in and improve collaborative efforts.
Supervision
Supervises and directs the work of project coordinator and program support teams, e.g., student trainees.
Helps track project schedules and timelines; supports team adherence to quality and delivery of targets; helps enforce team compliance and standards.
Provides student trainees with orientation and mentoring they need to perform required tasks and to succeed in their position.
Provides regular feedback and coaching.
Reports to the team leads in an appropriate and timely manner regarding project manager and program support teams.
Qualifications
Required: MPH or equivalent (MS, MSPH, MSHA, MHA) with at least 3 credit hours in program evaluation
Minimum 3 year working in public health evaluation
Program evaluation training, either through formal coursework or through a professional organization such as the American Evaluation Association
Detailed knowledge of the CDC Program Evaluation Framework and its application
Appointment Information
This position is a 100% full-time Visiting Academic Professional position. This is a full-time, benefits-eligible position of limited duration. As this position is grant funded, it is subject to the continued availability of funding and programmatic need. The expected start date is as soon as possible after the close of the search. Salary is commensurate with experience.
