POSITION PURPOSE
Reporting to the Executive Director of Hall Health, the Systems Engineer is responsible for high-visibility and high-impact technical project design and management, application systems engineering, software development, and business analysis within the Division of Student Life. As a self-directed leader and innovator, the Systems Engineer makes key management, design, engineering, and business process decisions, proactively applying their expertise to solve complex problems relating to the global student experience. The Systems Engineer is also responsible for expert technical leadership in future outbreak/pandemic response and administration of the UW tri-campus Immunity Verification Program, for which the incumbent will lead a systems modernization project through completion during the 2023-2024 academic year.

General Description:
The Systems Engineer provides technical project design and management, application systems engineering, software development, and business analysis for Student Life with a current focus on (including management of) Hall Health Center’s (HHC) Immunity Verification Program (IVP). The Systems Engineer reports to the Executive Director of Hall Health but has a tri-campus focus under Student Life to support key high-impact technical projects relating to global student experience.
The Systems Engineer is expected to innovate continuously, from conceptualization through implementation of novel approaches, methods, techniques, and technologies to address complex business problems and inefficiencies. The Systems Engineer has a high degree of autonomy in making design, engineering, and business process decisions. The Systems Engineer is expected to maintain current knowledge of advancements/developments in the field and proactively apply that expertise where beneficial.
In addition to the broad scope of responsibilities described, the Systems Engineer serves as the functional manager of UW’s tri-campus Immunization Verification Program (IVP) and supervises its staff. The Systems Engineer is expected to keep apprised of global, national and local public health developments, serve on the University’s Advisory Committee on Communicable Diseases, and take a technical and leadership role in future outbreak/pandemic responses as necessary
Beyond leading high-impact and high-visibility projects for Student Life, the Systems Engineer is expected to add value for the university more broadly; maximizing potential for incidental benefit by approaching project and systems work with a focus on reusability and generalizability. The Systems Engineer is also wholly responsible for the Immunization Verification Program, which provides services to nearly all ~60,000 tri-campus matriculated students and serves a key life-safety role in the event of disease outbreak
DUTIES AND RESPONSIBILITIES
Application Systems Engineering and Software Development: (35% of time)
  • Works independently or with UW-IT, technical, and/or vendor staff on technical software and systems engineering tasks related to active projects or operations.
  • Designs technical systems; creates visual and written documentation and plans; consumes and produces technical documentation.
  • Writes, updates, and maintains software, systems, scripts and queries. Engages internal and external technical/support staff as necessary.
    Technical Project Management: (30% of time)
  • Manages complex technical projects relating to global student experience for Student Life across the UW tri-campus.
  • Creates project designs, plans and proposals; coordinates timing, resource management, and operations; manages internal and external stakeholders; oversees the entire project lifecycle; adapts project plans to changing conditions; prioritizes project work based on feasibility and ROI; assures quality of deliverables.
    Business Analysis: (10% of time)
  • Integrates with stakeholder operations teams to analyze complex business processes and design improvement projects responsive to unit needs.
  • Identifies opportunities for process improvement, standardization, and automation.
    Supporting other UW units: (5% of time)
  • Consults with and assists other UW units with potential to benefit from reuse of TPM’s project and systems engineering work.
  • Adapts, configures and supports existing systems for other applications. Engages in talks/presentations/discussions with other units or groups as needed.
    Supervisory Responsibilities: (15% of time)
  • Oversees Immunization Verification Program staff, operations, systems, vendors, data management and reports.
  • Interviews and hires staff, conducts annual performance reviews and takes corrective action as necessary.
    Other duties as needed: (5% of time)
    MINIMUM REQUIREMENTS
  • 2 to 3 years’ experience in application systems engineering and software development, technical project management and business analysis
  • Master’s Degree in Computer Science, Informatics, Mathematics, Information Science or related field
    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
    ADDITIONAL REQUIREMENTS
  • Experience developing software in modern object-oriented programming languages such as Python.
  • Demonstrated experience building and supporting business/robotic process automation tools responsive to business needs in a higher education environment.
  • Demonstrated experience managing technical projects in a higher education environment.
  • Ability to effectively manage project stakeholders.
  • Experience influencing and negotiating resource allocation with functional managers as necessary to achieve project goals.
  • Experience with low- and no-code automation tools such as Microsoft Power Automate.
  • Experience building visually-compelling dashboards using common Business Intelligence (BI) tools such as Tableau and Microsoft Power BI.
  • Demonstrated strong analytical and problem-solving skills.
  • Demonstrated experience using SQL to write complex queries on large relational databases.
  • Experience combining, cleaning, and reshaping data from multiple sources of various architectures and schemas.
  • Experience diagramming complex systems and business logic for technical and non-technical audiences using common tools such as Microsoft Visio.
  • Experience with various technical project management software tools and methodologies.
  • Experience analyzing complex business processes and documenting requirements.
  • Demonstrated ability to understand business and technical design considerations and facilitate problem solving/issue resolution.
  • Demonstrated experience in third-party software systems integrations.
  • Knowledge of typical API design patterns including authentication methods/flows and data structures.
  • Advanced experience building applications that exchange data via RESTful APIs.
  • Ability to communicate clearly and effectively, in writing and in verbal presentations, to both technical and non-technical audiences including executive leadership.
  • Minimum two years of experience performing progressively more complex and responsible tasks spanning all phases of systems development.
    DESIRED QUALIFICATIONS
  • Working experience executing relevant business processes at the University of Washington or in a comparable higher education environment.
  • Working knowledge of Microsoft Graph API and programmatic management of large document libraries in SharePoint.
  • Experience with modern work management and organization tools such as Jira.
  • Experience supporting system testing and/or data validation activities.
  • Experience providing production support of mission critical systems.
  • Experience working with higher-ed enterprise systems and the configuration and maintenance thereof.
  • Experience interviewing, hiring and supervising entry-level and mid-level/supervisory staff.
  • Demonstrated knowledge of University of Washington student data.
  • Experience building applications using University of Washington Enterprise Web Services.
  • Experience working on data migrations.
  • Previous experience designing, implementing, and/or managing higher-ed immunization verification programs.
  • Experience developing with commercially-available Large Language Model (LLM) APIs.
  • Experience with reporting, data, and security in a SaaS environment.
  • Previous experience in outbreak/pandemic planning or response in a higher education environment.
  • Previous experience establishing partnerships with external government and private entities.
  • Project Management Professional (PMP) certification
