POSITION PURPOSE
The Program Operations Specialist position is multifaceted and unique role with a primary focus on providing management for all instructional labs with a secondary focus on supporting the building and infrastructure management of the School of Aquatic & Fishery Sciences’, SAFS, facilities (Fishery Sciences Building, Fisheries Teaching and Research Building, as well as SAFS spaces in Portage Bay building and Marine Studies) totaling approximately 110,750 assignable square feet. The position will provide school space, infrastructure, and equipment maintenance and support PI’s research through system and laboratory installation and setup and provide management for instructional laboratory spaces. The Program Operations Specialist reports to the Assistant Director of Facilities and works closely with the faculty, PI’s and staff.
DUTIES AND RESPONSIBILITIES
Management of Instructional Lab Infrastructure
  • Manage SAFS laboratory stakeholders, faculty, and teaching assistants to ensure that teaching objectives and deliverables are clearly defined and lead to successful completion of laboratory setup, on time and within authorized budget.
  • Proactively work with faculty and student services team to determine and schedule courses to appropriate lab spaces and ensure necessary equipment and materials have been procured.
  • Direct the management and execution of instructional lab and fieldwork related equipment supply inventory maintenance programs. This will include preventive maintenance program of equipment, reactive maintenance response and lifecycle planning.
  • Manage operational integration of new instructional equipment including warranty process management, preventive maintenance and lifecycle planning, and specialty systems coordination, to ensure cost-effective and consistent maintenance service.
  • Independently respond to reported malfunctions involving mechanical, electrical, or utility systems, such as, ventilation, heating, refrigeration, electrical, building lighting, fume hoods, fire extinguishers, chemical spills, refrigeration alarms systems, doors/windows, boat equipment, and etc.
  • When necessary, direct appropriate trades to complete repairs; work independently and exercise independent judgment to solve problems.
  • Initiate and maintain communication and teamwork by creating a positive, cooperative, productive work atmosphere inside and outside of school and establish and maintain effective working relationships within a diverse population.
  • Execution of custodial services to include setup and breakdown of equipment in labs based on the needs of revolving courses; clean up between courses, chemical and biological waste removal, restocking laboratory supplies, wiping tables/counters/floor, etc.
    Training and Safety Compliance of Instructional Lab
  • Plan, develop and manage implementation of training for laboratory use, including operations, policies, and procedures.
  • Instruct users on proper use of instructional equipment to ensure their safety as well as the longevity of the equipment.
  • Liaison with the Assistant Director and PIs in pursuit of laboratory related operations resolution and safety methodologies.
  • Facilitate research lab changes by collaborating collectively with lab managers.
  • Work with EHS to facilitate lab inspections and resolution of survey findings.
  • Ensure the necessary EHS safety training has been completed and documented; including lab safety equipment is in place (e.g., PPE, lab showers, eyewashes, etc.), up to date and functional.
  • Conduct laboratory safety surveys, manage instructional chemical inventory, and chemical waste disposal, to ensure compliance and successful running of labs.
  • Maintain Lab Safety Manuals (LSMs) for all instructional and departmental common use labs.
  • Manage procurement and installation of new equipment as lab course changes demand.
  • Report safety infractions to the assistant director.
    Facilities Operations and Services
  • Engage in departmental-wide discussion regarding strategic planning and policy development, interpretation, and enforcement.
  • Plan and implement special projects to include strategic facility related initiatives and process improvement efforts to optimize the operational functions of the SAFS buildings.
  • Collaborate with the Assistant Director of Facilities to initiate operating procedures to maintain building environmental systems, that may include monitoring equipment remotely.
  • Monitor building systems operations to ensure normal functioning.
  • May respond to emergency calls on mechanical, electrical, or utility systems, working independently without supervision and to exercise independent judgment to solve problems.
  • Perform preventative maintenance, repairs and improvements to equipment, furniture and departmentally owned fixtures.
  • Work together with assistant director to provide lifecycle planning.
  • Facilitate ongoing moving efforts of the school’s laboratories and research/administrative staff.
  • Coordinate large projects that include re-design of laboratory space and research and administrative spaces.
  • Participate and attend weekly/monthly facilities team meetings, address project related questions or issues.
  • Assume role of Building Coordinator for the Fisheries Teaching and Research building
    Security and Safety
  • Comply with health and safety regulations that apply to work actions, including the use of personal protective equipment.
  • Maintain safe operational boating and shop equipment, including furnishings.
  • Collect and report SAFS space assignment data on an ongoing basis and assist with updating relevant information into Space Manager.
  • Collaborate with Assistant Director of Facilities on developing and maintaining safety and security resources for SAFS tenants and operations, and function as a first responder to safety and security incidents.
  • Assist with annual audits of equipment; collection of surplus items, submission of surplus requests, transfer, surplus, or disposal of asset, including physical delivery of surplus materials.
  • Serve as backup on department’s health and safety coordinator, to oversee emergency planning and response.
  • Perform other duties as assigned.
    MINIMUM REQUIREMENTS
  • Bachelors in science, management, and planning or related field and two-three years of experience in a research and/or education building environment. Experience may substitute for degree requirement.
    ADDITIONAL REQUIREMENTS
  • Demonstrated ability to work independently, problem solve, take initiative and set priorities.
  • Excellent written and oral communication skills.
  • Proficiency with use of computers, experience with Excel, electronic mail and internet, including familiarity with reservation systems and ability to quickly access and print documents as needed from said system.
  • Promptness and a high attention to detail.
  • Excellent customer service and people skills.
  • Ability to work quickly and handle stressful situations.
    DESIRED QUALIFICATIONS
  • Experience with asset management and WebSpace.
  • Ability to interpret visual diagrams and translate to-scale drawings from paper to room.
  • Background in setting up simple AV systems and familiarity with setting up Zoom calls in a conference setting.
  • Knowledge of UW policies and procedures.
    CONDITIONS OF EMPLOYMENT
  • This is a physically active job, which involves moving and setting up various marine equipment and furniture, as well as specialized A/V equipment.
  • Must be able to move/carry/manipulate 40 pounds or more of marine equipment and furniture and other cumbersome equipment.
  • Regular and predictable attendance is required.
  • Must be on call to the Assistant Director of Facilities for emergency situations and facilities requests.
