Salary: $49,546 - $71,846/Annualized, commensurate with education, experience and qualifications.
Hours: 40 hours per week, exempt.

Essential Functions
Function: Provide management, direction, and oversight support for MBDA Rural Supplemental contract. Responsible for KPIs achievement, compliance and the development and delivery of services, operations, and client management.
Scope: Responsible for management of MBDA project associated with Minority Business Development Agency Rural Center.
Position is located in Laredo, Texas
Duties
  • Provide specialized skills and project management for the MBDA Rural Business Center, Institute for Economic Development, evaluate, and implement program services, client management, and operational processes to assist clients in securing capital and contracts.
  • Provides technical assistance to rural clients and performs routine circuit riding trips all over South Texas.
  • Seek out additional funding to complement Center's activities for the benefit of minority owned firms.
  • Lead and envision business alliances.
  • Assist in organizing and planning strategic meetings with special emphasis on rural economic development issues.
  • Perform assessments for prospective MBE's and clients.
  • Attend meetings regarding projects and communicate requirements with various agencies and campus personnel.
  • Assist in the development and implementation of training workshops and conferences for communities and businesses including participation as a speaker.
  • Draft correspondence, maintain client case files, accurate time sheets, and prepare monthly caseload reports for tracking clients.
  • Work on assigned projects with consultants and other technical personnel.
  • Maintains project files, records, and support documentation.
  • Prepares surveys, studies, reports, and associated correspondence as required.
  • Perform other duties as assigned.
Required Qualifications
  • Bachelor's degree from an accredited institution in Business Administration or a related field.
  • Five years of related professional experience in consultant to businesses in management or technical skills with focus on Federal Procurement rules and regulations, staff member within a business/economic development organization, manager or proprietor of a business, or management and business planning experience in the private sector.
  • Knowledge of personal computers, Microsoft Office, and standard office equipment.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills.
  • Ability to work and take initiative without close supervision.
  • Ability to work with a wide variety of individuals and organizations; Maintain confidentiality in all center and client work and details.
  • Knowledge of various project management software.
Preferred Qualifications
  • Master's degree from an accredited institution in Business Administration or related field.
  • Ten years of progressively responsible experience in financial and/or grant management and at least five years in a supervisory capacity.
  • Experience in advanced S&T small businesses and/or an entrepreneurial support organization.
  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.

Working Conditions

This position will be primarily located in Laredo, Texas.
This position is based out of the MBDA Rural Office in Laredo, Texas, working on campus approximately five days on campus per week. Travel and parking expenses are the employee's responsibility.
