Essential Functions
Job Summary
This position serves on the Financial Affairs leadership team and provides leadership and direction for all functions within the supply chain cycle. Direct leadership and oversight provided to Purchasing, Business Contracts, Distribution Services, and Disbursement and Travel Services Departments, Inventory and Surplus Departments.
The position is responsible for overseeing an environment dedicated to continuous improvements in the area of customer service and efficiency while also maintaining the accuracy and integrity of the University's processes and records in compliance with University of Texas system, State of Texas and federal requirements and other relevant regulations and policies. The position will regularly work with senior leaders and many campus stakeholders and needs to both actively demonstrate and promote with the supply chain offices an environment of compliance that looks for alternatives and provides options to campus customers.
Core Responsibilities
  • Manages the leadership of the Purchasing, Business Contracts, Distribution Services, Disbursements and Travel Services (DTS), Inventory and Surplus departments. DTS also includes the Credit Card Administration office. Oversees hiring, development, evaluation and budget management of personnel within those offices. Keeps current on all staffing in relation to workload and makes recommendations as necessary to remain current with processing standards. Oversees the coaching and professional development of all individual contributors on the team.
  • Develops a risk-based business improvement plan to streamline the complete procurement to payment business cycle, including a timeline for all major milestones. Ensure all offices under oversight are aware of strategic initiatives and prioritize the handling of items related to the initiatives. Reallocate resources within the offices as necessary to ensure efficient processing and best possible customer service. Report monthly on the implementation of the plan to the Senior Associate Vice President of Financial Affairs/Controller ("SAVPFA").
  • Analyzes, develops and implements approved changes for various policies and processes to improve service and implement technology that will streamline and automate work for the complete supply chain business cycle.
  • Assures new/revisions to existing policy and procedures are:
  • Develops and maintains a process to track campus delegations of authority for purchasing/payment approvals. Oversees compliance with state and Board rules for contract approvals. Ensures delegation of authority is appropriate.
  • Oversees compliance with federal and state rules for property and the functions for properly inventorying and disposing of assets. Assists in coordinating audit compliance and works with internal and external or other reviewers as necessary.
  • Works with Financial Information Systems (FIS) to develop management reports for production metrics of the position's departments and develops an oversight process for use by office management. Distributes a summary of the metric information to the AVPFA at least bi-monthly.
  • Works with FIS to develop management reports for campus offices that focus on data that will help departments trouble-shoot problems, monitor processing times and provide processing statistics for their offices.
  • Keeps informed of relevant new regulations and policies and their impact on Controller's area. Assists with implementing changes as needed.
  • Oversight of departmental administrative processes to ensure University policies are followed, including monthly reconciliation of all cost centers.
  • Performs other duties as assigned.
Periodic:
  • Provides assistance with year-end closing and annual financial audit, including follow-up on the year-end sub-certification process.
  • Works on special projects, as assigned.
Required Qualifications
  • Bachelor's degree from an accredited institution, in a related discipline such as accounting, finance, or business administration.
  • Ten years of accounting, finance or university experience demonstrating practice and knowledge of specific position related responsibilities including a minimum of four years of management/supervisory experience with the ability to lead employees through change/business process improvements.
  • Experience with an Enterprise Resource Planning application.
  • Experience working in a regulated environment, such as a state agency or federal contractor.
  • Experience with oversight on transactional tax-related issues (e.g. taxation of benefits to employees, employee versus independent contractor, etc.).
  • Fund accounting knowledge and understanding of the principles and practices of accounting and finance.
  • Ability to develop and effectively deliver presentations on financial related topics to a broad-based constituent audience in a manner that is easy to understand and follow.
  • Demonstrated independent decision-making and problem-solving ability.
  • Excellent verbal and written communication skills
  • Proficient in Microsoft Office Suite with intermediate skills in Excel.
  • Ability to handle multiple assignments of various durations.
  • Ability to use query and reporting tools.
  • Ability to work under strict time constraints.
Preferred Qualifications
  • Master's degree in a directly related field from an accredited institution in accounting or finance.
  • Ten or more years of higher education experience working in a central office.
  • Experience with fund accounting.
  • Experience with PeopleSoft FMS Suite.
  • Comprehensive knowledge of University business processes and best practices in the area of finance, disbursements, travel and construction.

  • After hours and weekend work may be required.
Physical Demands:
  • Sedentary work; sitting most of the time. Jobs are sedentary, if walking and standing are required, only occasionally.
This position will be primarily located:
Hybrid-Regularly: This position will require working both remotely and on campus (approximately five or more days on campus per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
