Job Description

Responsibilities and Duties

  • Operations and Planning Division (OPD)
o Collaborates with researchers, SSE faculty, and other stakeholders in identifying research opportunities and recommends their prioritization to the MIDE Director.
o Oversees execution of MIDE portfolio, program & project management integration
o Supervises and professionally develops MIDE project management staff members
o Ensures efficient utilization of research resources, per MIDE Director’s priorities
o Advises and guides MIDE-affiliated lead researchers (PIs) in program & project management activities
§ Guides and assists lead researchers in identifying performance metrics
§ Assists lead researchers in evaluating RTDE processes and implementing improvements

o Works jointly with Principal Investigators and UMKC Office of Research Services to ensure MIDE programs comply with and meet the contractual terms of awards

  • BioEM Program Management Integration
o Ensures adherence to time and fiscal requirements, constraints, and limitations of MIDE-led bio-electromagnetic research activities
o Guides and assists principal investigators, researchers, and other stakeholders in refining project goals, scope, deliverables, processes, practices, and procedures:
§ Determining research outcomes to ensure an acceptable Return on Investment
§ Identifying potential risks and mitigation strategies
§ Establishing guidelines for data collection practices and compliance with relevant regulatory guidelines and ethical standards

§ Maintaining documentation and records related to project activities, including progress reports, meeting minutes, and research protocols, to support accountability and transparency.

o Guides and advises researchers in selecting and using appropriate project management planning and execution methodologies
o Identifies, tests, and proves-out useful program management processes, procedures, and techniques suitable for adoption in all MIDE programs
  • Cyber and Applied Artificial Intelligence (A2I) Research SME
o Performs as a lead researcher for military command & control.
o Guides and advises researchers in identifying A2I R&D opportunities across the Joint warfighting functions
o Guides and assists in the drafting of AI-related proposals
o Advises students in conducting research activities

Minimum Qualifications

A Master's degree or an equivalent combination of education and relevant experience and at least 7 years of experience from which comparable knowledge and skills can be acquired is necessary

Eligible for a US security clearance

Preferred Qualifications

  • PhD in a Science, Engineering or related field
  • MBA or Executive MBA
  • Demonstrated experience in senior and executive management (7 years)
  • Demonstrated experience in project and program management (12 years)
  • Demonstrated understanding of US Dept of Defense and Department of Energy procurement processes
  • Experience successfully developing and managing a Profit Center
  • Demonstrated fiscal responsibility of a program or project exceeding $10M
  • Demonstrated fiscal responsibility of a profit center exceeding $75M
  • Classified project and program management experience of 15 years or greater
  • Experience operating in accordance with the National Industrial Security Program (NISPOM)
  • Experience defining required operational capabilities through the Joint Capabilities Integration and Development System (JCIDS)
  • Experience developing and executing strategic plans to grow revenue and profitability
  • Experience leading and managing a diverse workforce, ideally across multiple locations
  • Experience developing, tracking and reporting key performance indicators
  • Exceptional written and verbal communication skills
  • Executive capability to represent the University of Missouri and MIDE in the community

Anticipated Hiring Range

$105,000 - $125,000 annual, commensurate with experience, education, and internal equity.
