About the Job

Description of Position:
Health, Safety and Risk Management seeks a high-performing, academic administrative professional for the position of Youth Safety and Compliance Manager. The Youth Safety and Compliance Manager will be the system-wide (Twin Cities, Crookston, Duluth, Morris and Rochester campuses) point of contact and subject matter expert regarding protection of minors and compliance with University of Minnesota policy for university staff, faculty, volunteers, students, and/or visitors. The Youth Safety and Compliance Manager will work with others to identify strategies and solutions to keep minors safe while participating in a variety of University sponsored activities.

JOB DUTIES:
Support Safety in University of Minnesota Programs for Minors (40%):
Understand, modify, and create policies, procedures, and guidelines as they apply to federal, state, local laws, and institutional policies that impact and govern the protection of minors (up to 250K annual participants in over 300 programs).
Identify and implement risk and risk management strategies that protect youth.
Serve as the "Policy Contact" for the Safety of Minors policy and subject matter expert regarding youth protection and compliance with university staff, faculty, volunteers, students, or visitors. Be knowledgeable about current research in youth programming, safety and compliance.
Partner with individual units, program administrators, and university leadership to identify needs and issues relating to youth safety on campus. Work effectively within the various types of organizational structures within higher education to foster a culture of safety for minors.
Develop and deliver educational material and professional development initiatives for youth program staff, in collaboration with related U of M offices such as Extension, Office of Equity and Diversity, Disability Services, Emergency Management, and Office of Human Resources with a focus on youth protection.
Develop templates, forms, and instructional materials for use in youth programs. Maintain website (Google Drive or other) making those materials available to program leaders.
Develop and maintain contact with internal and external subject-matter experts on youth development, youth programming, college readiness and safety.
Translate, summarize, and report on the scope of child maltreatment as it relates to higher education settings.
Monitor and Assess Compliance with Safety of Minors Policy (35%):
Monitor and assess programs/activities covered under the Safety of Minors policy
Collaborate with the Safety of Minors Policy Owners and University Responsible Officers on effective implementation of the policy.
Provide leadership for evaluating effectiveness of existing policy, drafting and initiating policy changes, monitoring and reviewing regulatory and legislative changes that impact youth protection.
Communicate policy requirements and changes to relevant University community members.
Oversee compliance with the operational requirements of policy and conduct compliance reviews, including site visits to selected programs annually.
Evaluate programs for safety and efficacy. Advise University leadership when youth program policy, practices, or processes are inefficient or unsafe and if programs are non-compliant.
Collaborate with University Compliance Office, Audits and other relevant U of M offices.
Assist with internal investigations when appropriate.
Youth Program Registration (15%):
Coordinate, oversee and disseminate information regarding the required registration process for University of Minnesota-sponsored youth programs/activities involving minors on and off campus
Maintain content and approve all registrations via of Safety of Minors registration website, Youth Central.
Generate reports from Youth Central to inform campus liaisons of the activities involving youth on each campus
Administrative (10%):
Write reports and participate in presentations to various U of M oversight committees. Monitor program budget.
Participate in the Higher Education Protection Network (HEPNet), and/or other professional development networks.
Other duties as assigned.
Salary Range: $86,000-$95,000
WORKING CONDITIONS:
The work environment for this position will include a variety of physical settings such as: offices, outdoor locations, gyms, labs, theaters, and athletic facilities. The incumbent will be offices on the Twin Cities campus, but occasional travel to system campuses and locations will be required.

Qualifications

REQUIRED QUALIFICATIONS:
* Bachelor's degree and six years of related work experience
* Experience working with racially, ethnic and economically diverse populations
* Experience leading program for children and/or youth
* Knowledgeable in youth safety policies and practices
* Experience training adults
* Excellent written and oral communication skills
* Strong organizational skills and the ability to juggle multiple priorities
* Comfortable interacting on sensitive subjects with a wide range of people in various roles
* Strong skills in analytical thinking, decision-making, judgment
* Proficient with technology and willing to learn new systems
* Ability to travel as needed
PREFERRED QUALIFICATIONS:
* Understanding and experience in risk management
* Program evaluation and assessment experience
* Experience working with SafeSport
* Commitment to advancing college readiness
* Understanding of U of M youth programs
* Have a working understanding of mandatory reporting, Title IX, Clery Act, HIPAA, FERPA, and data practices laws
