Position Summary/Purpose of Position:
Reporting to the HR Business Partner/HR Manager Staff Relations, manages various professional, employee relations and labor relations assignments in support of the FM organization. The University of Maryland Facilities Management Department employs over 800 service, maintenance, skilled crafts, administrative and professional employees, many of whom are in a collective bargaining unit. This role provides primary support to the FM Staff Relations Unit and the Manager, Staff Relations, in the function areas of Staff/Labor Relations & Compliance, Performance Management & Discipline, Employee Experience/Professional Development and HR Metrics/Reporting. The position will also provide general HR services in various disciplines, including but not limited to, leave management, recruiting, benefits, training, compensation and/or payroll, dependent on Generalist Level, experience, and business need. Incumbent is expected to collaborate University Human Resources and FMHR Team as a whole and may perform other duties, as assigned.

Minimum Qualifications:
Education: Bachelor’s Degree. Relevant experience may be substituted for the education requirement on a year-by-year basis.
Experience: With a degree, three (3) years related HR experience, including, but not limited to, functions such as employee relations, grievance/complaint processing and investigation and/or case management, ADA, FMLA, workplace injury processing and response, HR policies and Compliance, onboarding, job descriptions and reporting. Without a degree, seven (7) years related experience required.
Knowledge, Skills, and Abilities:
Knowledge of human resources policies, practices, and procedures including principles and practices of labor relations, mediation, and conflict resolution techniques. Outstanding organizational skill and detail orientation essential. Strong logical, analytical, and deductive reasoning skill required. Ability to interpret and apply human resource policies, practices, and procedures; to organize data, extrapolate meaning, recognize patterns, utilize context cues, synthesize wide-ranging information to present clear, concise reports and information when requested; Ability to effectively communicate orally and in writing; effective presentation skills; must have strong interpersonal skills to effectively work with all levels of the organization, a diverse client base and employee population. Must have excellent customer service skills. Advanced proficiency in the use of computer systems: especially MS Office Suite, and database tracking systems, required. Ability to operate manual and automated systems, computers, and related software to facilitate assigned work; to adhere to a polished, professional dress expectation, as appropriate, maintain poise and courtesy under pressure; to handle sensitive and confidential matters with discretion and tact; must be detail oriented and demonstrate the ability to manage tasks and prioritize work assignments.
Incumbent will work under direct to limited supervision, depending on Generalist Level, using standardized practices and/or methods and reporting to the HR Manager, FM Staff Relations.
Preferences:
Degree discipline: Human Resources, Law, Labor or Industrial Relations, Psychology, Sociology, Business Management, English/Communication or a related field strongly desired.
Human Resource Management Certificate: SHRM-CP, HRCI PHR, IPMA-CP certification desired.
Experience in a large (over 500 ) public sector organization managing data within an automated system is helpful.
Experience offering HR services in a unionized environment strongly preferred.
Spanish-language fluency strongly preferred.
Prior counseling, supervisory, paralegal and/or investigative experience helpful.
Additional Certifications:
Although driving a State Vehicle is not a requirement for this position, travel by foot or vehicle may be required from time to time for meetings, deliveries, etc. on and off campus. If driving a State vehicle, incumbent must possess and maintain a valid class C Driver’s license or equivalent with fewer than six points. Must be willing to seek SHRM/HRCI certification within 24 months and/or should be prepared to maintain current certification.

The hiring range for this position is $60,454 – $75,568.

Physical Demands
Incumbent works in an office environment and requires the ability to work physically on-campus; will require ability to travel throughout campus. Incumbent must be able to operate standard office equipment and keyboards and will occasionally travel to meetings and interviews throughout campus. Incumbent may need to work outside normal work area or work shift to accommodate University, departmental and/or organizational needs and for purposes of meetings, training, etc. Must be able to read, concentrate for extended periods, focus, analyze, and synthesize information. This role is telework eligible up to 2x’s per week, subject to supervisor approval.
