Job Description

General Summary
Under limited supervision directs the design, development, and implementation of learning and organizational development programs across the University of Maryland Medical System (UMMS). Provides education, performance improvement strategies and solutions to ensure team member competency and operational efficiency remain high at all times.

This is a system-level role with responsibilities for hiring, talent development, budget, policy, and system-wide learning, leadership, and organizational development.

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

  • Directs, plans and administers the delivery of education, training, organizational development, and cultural competence programs at the system level, providing leadership to and setting priorities for interdisciplinary team members across UMMS.
  • In alignment with the shared service philosophies of UMMS Human Resource Services, plans, administers, and implements the UMMS Team Member Development strategy.
  • Travels to or virtually engages with all UMMS member organizations or affiliates to ensure high-quality service delivery.
  • Works directly with UMMS executive leaders to analyze and address operational, performance, regulatory and safety issues by leveraging education, training, and interdisciplinary performance improvement strategies.
  • Collaborates with peers in Human Resources to assist with the development of the annual HR Division strategic and annual operating plans. Held jointly accountable for the successful implementation of all HR Division strategic initiatives.
  • Voices system-wide education, training, and team member performance improvement system requirements for learning and talent development systems platforms and related education systems, standards, software, and technology.
  • Develops annual UMMS Team Member Development priorities and strategic initiatives.
  • Supervises and manages department team members.
  • Partners with HR executives to resource system-wide Team Member Development service offerings.
  • Accountable for project management oversight of department and enterprise initiatives including: the assessment and prioritization of business requests, project planning, resourcing, financial management, and project execution to ensure on-time, on-budget, as-resourced delivery of solutions that demonstrate business value.
  • Set priorities for system-wide learning and organizational development initiatives as well as deliverables related to HR Division and Team Member Development Department strategic, operational, and tactical planning; change management; organizational culture and values; talent review and succession planning; leadership development, mentoring, and coaching; surveys and analytics; performance management, group effectiveness; equity, diversity, and inclusion; team member experience, learning needs assessments; curriculum development; learning paths; leadership and team member development; orientation; annual training; career development and planning; learning standards and guidelines, instructional design, development, delivery and evaluation; instructor development; and, learning management system administration.
  • Leads and participates in a variety of system-wide strategic initiatives to provide learning and organizational development perspective and support.
  • Plans and administers strategic sourcing relationships with vendors.
  • Leverages data and analytics to inform and develop system-wide education structure, governance, job descriptions, policy and standards.
  • Evaluates the quality efficiency and effectiveness of education practices and processes implementing appropriate improvements and standardizations as needed.
  • Sets standards for educator/trainer competency.

Qualifications

Education and Experience

    1. Commensurate work/field experience or Bachelor’s degree in Organization Development, Human Resource Development, I/O Psychology, Organizational Behavior, Business Administration, or similar field required. Master’s degree preferred.
    2. A minimum of eight (8) years of experience leading Learning and Development, HR Organizational Development & Effectiveness, Strategic Cultural Change, or Adult Education Programs.
    3. A minimum of five (5) years of experience managing or directing the activities of professional staff and administering multi-location programs required.
    4. Health Care System experience preferred.
    5. Demonstrated success developing and maintaining relationships in a virtual environment is required.
    6. Demonstrated success delivering complex projects across multiple, geographically dispersed locations is required.
    7. Prior experience as an organization development/management consultant (internal or external) highly desirable. 
    8. Experience with Articulate 360, Adobe InDesign, Adobe Captivate, Adobe Creative Cloud suite, Cornerstone, Infor/Lawson, HealthStream, Korn Ferry’s F.Y.I., and Lominger instruments (i.e., Career Architect, Learning Agility, Voices 360), CPP instruments (i.e., MBTI and FIRO-B), Crucial Learning, Advantage Performance Group, and/or DDI training resources is preferred.
    9. Philips ROI Institute certification preferred.
