Job Description

General Summary
This role supports the Project Manager in overseeing landmark healthcare projects with project values ranging from $5 million to $500 million. The Assistant Project Manager guides project plans, coordinating and managing construction and building renovation projects for the University of Maryland Medical System. They are crucial in developing, researching, evaluating, and revising initiative plans to impact UMMS's future. Additionally, this position assists in preparing reports and presentations for senior executives, the board, and relevant authorities. The Assistant Project Manager collaborates with various delivery methods to deliver construction projects, including traditional design-bid-build and alternate methods, such as GC/CM, Design/Build, and IPD.

Principal Responsibilities and Tasks
The following statements describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Project Management: 

A. Assists in facilitating and guiding project development through customer coordination and the design process, including meetings with customers and local facilities departments to define project scope and design, hiring architects, and ensuring work aligns with UMMS standards. Monitors schedule to ensure commitment adherence and conduct field investigations to verify project specifications and code compliance.

B. Coordinates with authorities having jurisdiction, such as the State Highway Administration, public utilities, Department of Public Works, and planning departments, to ensure regulatory compliance.

C. Supports the protection of capital project scopes, schedules, budgets, and risks.

D. Assists in leading and directing construction management staff, contractors, and consultants, mentoring and coaching project engineers and associate project managers.

E. Assists in arranging field work, change orders, contracts, progress meetings, equipment installations, and addressing related issues.

F. Supports the decision-making process for capital budgets and helps develop cost-effective management strategies. Assists in developing and maintaining project expense reporting systems and prepares project status reports, schedules, and cash flow analyses.

G. Advises on construction project matters to maintain schedule, resolve conflicts, and obtain necessary information for successful project completion.

H. Supports project closure activities, including financial termination and inspections of operating and maintenance materials.

I. Assists in ensuring proper documentation of construction activities, budget/expenditure analysis, and reporting.

J. Communicates regularly with various stakeholders, including consultants, tradesmen, and support staff, to address project-related issues and maintain schedule adherence.

K. Contributes to developing and maintaining a project documentation system, including as-built drawings, operation manuals, and shop drawing logs, consistent with project objectives and budget constraints.

Contract Administration: 

A. Assists in interpreting plans and specifications and liaising with architects, engineers, real estate consultants, and vendors.

B. Assists in contract bidding, participating in negotiations to ensure work is within budget constraints and procured at fair and reasonable prices.

C. Supports negotiations regarding the value of work for progress payments and aids in processing and approving payment invoices.

D. Assists in evaluating contractor/vendor performance and provides feedback for improvement.

E. Participates in evaluating contractor/vendor proposals and assists in processing and approving change orders as needed.

    1. Maintains awareness of changes, new regulations and standards, and compliance requirements, including those set by The Joint Commission.
    2. Provides technical guidance, suggestions, and expertise to the project team as needed.

Assists in managing the Quality Assurance/Quality Control (QA/QC) program.

Qualifications

Education and Experience

  • Bachelor’s degree in architecture, engineering, or a related field, or five years equivalent experience in construction is preferred
  • High school diploma or equivalent required.
  • Experience managing construction personnel preferred.

Knowledge, Skills and Abilities

  • Ability to read and analyze construction documents, specifications, contracts, and invoices.
  • Demonstrated knowledge of architectural design concepts, general engineering concepts and construction is required.
  • Demonstrated knowledge of and ability to operate and use a personal computer to enhance daily job requirements.
  • Ability to work effectively in a stressful work environment is required. Experience in a healthcare environment is preferred.
  • Highly effective communication skills, both written and verbal, are necessary for effective communication with architects, engineers, UMMS staff and contractors. These skills are also required to provide accurate project documentation.
