INTRODUCTION
This position reports directly to the (Vice President for Administration) and is primarily responsible for the overall management and coordination of emergency management and disaster preparedness operations amongst the 10 campuses that comprise the University of Hawai‘i System (“University”). This includes developing, maintaining and regularly updating a systemwide emergency management plan that ensures individual campuses have established plans and protocols in place to address all types of emergency incidents that impact the overall health and safety of students, staff, and visitors on campus.
Additionally, the position is responsible for developing, maintaining, implementing, and regularly updating an emergency management and disaster preparedness plan for the Manoa campus. As a Research-1 institution with complex research facilities, student housing facilities, stadiums and theaters, this position will be responsible for bringing technical expertise and demonstrated experience with planning, coordinating, and implementing emergency operation protocols on campus when necessary.
DUTIES AND RESSPONSIBILITIES
Systemwide:

  • Directs the planning, organization, implementation and administration of the systemwide emergency management program for the University. These duties include assisting, coordinating, communicating, and training campuses and offices systemwide on the University’s current and long-range Emergency Management and Response Program.
  • Works closely with all emergency management coordinators for each respective campus to ensure comprehensive campus-response plans are in place to address all forms of emergency situations. This includes evaluating the sufficiency or appropriateness of available training and resources to ensure successful and timely implementation of response plans.
  • Serves as the primary point of contact and liaison between all federal, state, and local agencies involved with emergency management, response and preparedness.
Manoa:
  • Develop, review, update and implement the emergency management and response plan for the Manoa campus. The plan shall identify and address all distinct categories of emergencies as it impacts all campus-departments, including a detailed response plan for each emergency/department. This position is also responsible for training all stakeholders on the response plan on a regular basis; and develop a regular communication plan to keep all stakeholders abreast of any changes or updates to the plan.
  • Serves as the primary position on the Manoa campus to provide day-to-day operational support of all campus stakeholders in the event of an emergency or disaster. Campus stakeholders include all students, faculty, researchers, staff, and visitors of the Manoa campus.
  • Works closely with the Manoa Department of Public Safety to ensure roles and responsibilities are clearly delineated and understood in the event of an emergency or disaster incident on campus. This includes overseeing a comprehensive communication and response protocol is established to provide timely command and support of any emergency situation on campus that presents an imminent health and safety situation.
  • Works closely with all stakeholders on campus to develop and align coordinated response plans to various types of emergency situations. Stakeholders include but are not limited to the Manoa Environmental Health and Safety Office, the System Office of Research Compliance, the Office of the Vice Provost for Research, the Student Housing Services program, the Athletics Department, the Office of Risk Management.
  • Monitors incoming weather events or other situations identified in the emergency response plan; works with HI-EMA, FEMA and other state and federal agencies to coordinate disaster preparation and post disaster response activities on behalf of the University.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
  1. Bachelor’s degree from an accredited university or college and five years of progressively responsible professional experience in emergency management and/or disaster preparedness for a large, diverse, and complex organization, including development and implementation of emergency management and response plans, or comparable experience.
  2. At least 2 years of training experience in the area of emergency management and/or disaster preparedness, or comparable experience.
  3. Have at least 5 years of demonstrated experience in thinking tactically to address near-term operational needs and strategically to advance the overarching goal of preparing an organization to respond timely, responsibly, and thoughtfully to any emergency incidents.
  4. Demonstrate a strong ability to coordinate and effectively communicate multi-unit or multi-department response activities under stressful or extreme circumstances.
  5. Strong analytical skills and demonstrated ability to solve unstructured problems and effectively overcome obstacles.
  6. Ability to formulate, advocate and articulate position in demanding situations.
DESIRABLE QUALIFICATIONS
  1. Master’s degree from an accredited university or college.
  2. Experience with emergency management and disaster planning responsibilities in higher educational institutions.
  3. Experience with emergency management and disaster planning responsibilities with government agencies within the State of Hawaii.
