This position works remotely requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

JOB SUMMARY
Uses skills as a seasoned and experienced administrative operations professional to manage, plan and administer the operations of the HR unit within Smarter Balanced. Reporting to the Director of Human Capital Strategy, this position performs short- and long-term planning and analysis for the organization with a focus on Human Resources, Employee Engagement, Retention, Onboarding and Recruiting. This position also supports projects and initiatives related to Diversity, Equity, Inclusion and Accessibility efforts as set forth by Smarter Balanced and in alignment with University policy and guidelines. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
APPOINTMENT INFORMATION
Budgeted Salary: $68,400 to $94,645 / Annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES

  • Plans and administers a range of administrative operations in support of Human Resources for Smarter Balanced including creating and developing communication materials in support of policy and programs that support a healthy workforce. Supports agenda development, planning of in-person events and employee programs.
  • Creates and reviews information and communications to management and staff. Works to engage staff and develops and supports communication channels, meetings, recognition programs in support of retention and DEIA (Diversity, Equity, Inclusion and Accessibility) programs. May serve as the liaison between external vendors and partners in support of HR and DEIA program.

  • Develops, maintains and monitors internal and external facing communications for recruiting (LinkedIn, Job boards, internal and external website). Develop onboarding, mentoring, and engagement program and materials. Develops, coordinates and continually assess onboarding, mentoring and professional development programming.
  • Drafts, designs and develops newsletters, informational media and correspondence to and for organizational internal and external constituents.
  • Monitors, tracks and provides support for professional development needs. Seeks professional development opportunities for leadership, management and staff. Prepares proposals, gathers information, helps develops a budget for professional development opportunities and programming.
  • Supports recruitment efforts by helping to coordinate projects, calendars, agendas and create a recruitment plan.

  • Coordinates and participates in a variety of human resources activities including employment, training, compliance, and ensuring the completion of forms and documents related to HR unit. Gathers, analyzes, prepares and summarizes financial and HR reports. Provides support for organizational projects related to recruitment, retention and employee engagement. Prepares reports, presentation documents and materials related to all HR programs and initiatives.
  • Provides support to organizational initiatives including working with colleagues, developing materials, helping to establish and provide written guidelines for organizational processes and best practices. Assists in the creation of, and utilizes and maintains systems, documents, and materials in support of initiatives.
  • Serves on committees, representing department/unit. Meets with managers and staff to assess needs and develop working solutions.
  • Conducts surveys, gathers information and analyzes trends and works with internal and external constituents in support of workforce development, employee retention and diversity, equity, inclusion and accessibility and in support of a positive work culture.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Interpersonal skills including verbal, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Written communication skills
  • Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
  • Ability to use discretion and maintain confidentiality.
  • Strong skills in short-term planning, analysis, problem-solving, and customer service.
  • Thorough knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees.
PREFERRED QUALIFICATIONS
  • Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and/or personnel management.
  • Solid knowledge of common University-specific computer application programs.
SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Ability to work long periods of time at a computer with or without accommodation.
  • Must be able to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
  • Ability to work overtime including evenings, nights, weekends and holidays to meet operational needs, and work an alternate work schedule shift as required.
  • Ability to maintain appearance and conduct suitable for working in a professional setting.
  • Ability to travel nationally when required.
