DEPARTMENT OVERVIEW
The Office of Budget Analysis and Planning's Data Management team oversees and supports campus data warehouse services in partnership with Information Technology Services. For almost 30 years, the campus data warehouse has grown and matured in response to campus-wide reporting needs across 35 subject areas from 50 data sources. Reports available through the reporting tool InfoView (SAP Business Objects), both standard and ad hoc, are widely used on campus for both daily operational information and longitudinal trend analysis. The topical areas of reporting are varied and include enterprise system reporting, such as financial operations, personnel, payroll, academic information, philanthropic donations, campus facilities, etc., as well as unit-specific operations such as dining point of sale, purchasing turn-time, equipment management, etc. In 2022, the unit co-sponsored, with Information Technology Services, and funded the transformative initiative to begin to modernize the data warehouse and implement a cloud-based common data platform. JOB SUMMARY
UC Santa Cruz has launched a multi-year strategic initiative with the objectives of modernizing the existing campus data warehouse and streamlining data integration with and across campus enterprise systems. The Common Data Platform (CDP) initiative is sponsored by campus leadership to ensure the campus' data assets support the mission and vision of the University. The CDP will transform the information experience, empower business units, and provide stewardship over shared campus resources to support student and employee success. The CDP implementation utilizes Snowflake, Fivetran, dbt, and GitHub. Under the general direction of the Associate Vice Chancellor, the Data Management Director oversees the operations of the existing Campus Data Warehouse and new Common Data Platform and related information reporting and decision support services. In support of a broad campus constituency, the director establishes business analysis objectives and work plans, and directs a team of business intelligence professionals in information development and user services. The director is also involved in developing, modifying and executing policies that affect immediate operation(s) and represents the campus in UC system-wide data management efforts.
APPOINTMENT INFORMATION
Salary Information: The full salary range for the payroll title is $114,500 - $224,900; the budgeted and expected hiring range for this position is $170,000-$210,000. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The budgeted salary range shown above is what the University reasonably expects to pay.

JOB DUTIES
50% - Stewardship
  • Manages, plans and administers an essential business analysis support unit, in service to the campus at large, through sustained and effective operations and user services and organization-wide programs. Ensures information systems achieve campus objectives; operates in compliance with federal, state, and university regulations and policies; operates in a cost-effective manner; responds to campus needs; processes, retains and reports on data accurately; and sets appropriate internal controls, security and data quality. Ensures results that are within budget and schedule.
20% - Management of Staff and Unit
  • Maintains integrity of an organizational unit through management and oversight of Data Management staff, a combination of technical professionals and functional business analysts.
  • Ensures achievement of operation's objectives.
  • Formulates policies and guidelines to carry out the unit's mission.
  • Responsible for budget and responsible spending in support of unit objectives.
  • Deploys Data Management team members and other resources in the delivery of projects and services to resolve operational support issues.
  • Hires, trains, evaluates and provides mentorship and development opportunities to staff to optimize performance and operations.
20% - Project Leadership
  • Develops and implements collaborative multi-year overarching prioritized plans intended to ensure continued growth/improvement of data and reporting services.
  • Applies business knowledge and advanced analysis concepts to identify, evaluate and define highly complex information development projects and user services scope and objectives based on advanced knowledge of applicable business practices, processes and systems.
  • Directs the analysis, planning, and implementation of information development projects and infrastructure/upgrade projects, including requirements gathering, negotiating deliverables and timelines, evaluating and communicating progress and results.
  • Manages the development of comprehensive functional and technical solutions; architects appropriate high-quality solutions across all information management elements (data, information, infrastructure, user services).
10% - Communication and Partnership
  • Partners and works closely with campus source system stewards, business process owners, offices of record, system users and constituency groups, information technology partners, third-party vendors and consultants, and UC system-wide data warehouse peers to design, implement, and maintain and streamline the campus data warehouse and reporting services.
  • Leads the Data Warehouse Steering Committee, an active advocacy group with broad campus representation.
  • Regularly interacts with higher-level management on matters of significance.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Extensive experience or advanced knowledge of business intelligence practices, programming, report writing, and one or more business subject area sufficient for strategic planning, technology assessment and providing direction. Relevant subject areas include finance, human resources, contracts and grants, fundraising, point of sale, and processes unique to higher education (admissions, registration, financial aid, etc.)
  • Excellent project management skills with demonstrated track-record for completing information development projects on time with a high degree of data quality and customer support.
  • Extensive experience managing technical staff
  • Excellent critical thinking, persuasion / negotiation, and problem solving skills.
  • Experience in successfully leading change management activities and managing their impact across multiple areas. Very strong ability to quickly evaluate complex issues and identify multiple options for resolution.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies while mitigating security risk and optimizing services.
  • Experience in adapting, integrating, and modifying existing programs, reports, or vendor-supplied products for use within a large and complex technical environment.
  • Excellent presentations skills with the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.

  • Excellent written communication skills.
  • Excellent interpersonal skills to effectively lead, motivate, mentor and influence others and develop and maintain high standards of customer service.
PREFERRED QUALIFICATIONS
  • 4 years of report writing using Business Objects (or other similar reporting tool) and/or 4 years designing and implementing Business Objects universes (or other similar tool semantic layer such as a Cognos catalog, etc.).
  • Experience with Oracle PL/SQL (or other SQL) to be able to write packages, procedures, views, and other objects that integrate or transform data for reporting purposes.
