DEPARTMENT OVERVIEW

Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $54 million, manages a project portfolio of approximately $950 million, and employs over 370 full-time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY

As a licensed and experienced Civil Engineering professional, the Civil Engineer operates independently in the design and construction phases of major construction projects. As needed, the incumbent performs design engineering work for projects of limited scope and improves the design of campus utility, transportation, and infrastructure systems. The work of this position focuses on civil and transportation engineering as it applies to building and site infrastructure construction. As a technical lead in the civil discipline, the Civil Engineer coordinates efforts between all other engineering and architectural disciplines. Assigned projects include new construction or alterations, including work inside buildings, site work, infrastructure, and utilities; project scopes include architectural, civil, mechanical, electrical, and landscape; project management assignments typically run from project inception through completion.

APPOINTMENT INFORMATION

Budgeted Salary: $125,000-$140,000/annually. Salary commensurate with skills, qualifications and experience.Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

25% - Campus Liaison

  • Serves as engineering liaison to coordinate communications between chief architects, chief engineers, and engineering staff members.
  • Functions as project engineer (civil), for major construction projects, including new construction or alterations.

20% - Documentation Review

  • Reviews engineering design development and construction documents to ensure compliance with the specified programs and policies of the University and the Office of the President.

20% - Project Management

  • Serves as Project Manager and University Representative for building engineering systems and exterior infrastructure projects during all phases of construction: programming, budgeting, scheduling, site analysis, design, construction documents, bidding, contract award, construction administration and inspection, project closeout, occupancy, and warranty.

15% - Engineering

  • Provides professional engineering information and advice to committees consisting of current or prospective occupants in determining building needs and priorities, for projects of limited scope.
  • Provides engineering analysis in support of recommended system upgrades or modifications.
  • As needed, represents the PPDO-ES department at meetings and conferences involving professional organizations, University, state, and federal levels of authority in matters relating to engineering design considerations and financial requirements.
  • Functions as design engineer (civil/transportation), for projects of limited scope undertaken by University staff, such as small buildings and structures, minor alterations to large buildings, and utility, drainage, and road systems.

10% - Analysis

  • Provides analysis to improve the design, operation, and maintenance features of campus civil, electrical, mechanical, transportation/circulation, and utility systems.
  • Updates and maintains relevant campus standards, design guides, and details.

10% - Program Review

  • Functions as the physical plant engineer, concentrating on a particular aspect of the physical planning and construction program or the physical plant operation and maintenance program, where the level of difficulty and volume of work requires professional engineering support.
  • Provides direction and guidance to PPDO engineers and project managers.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in in a related area* and / or equivalent experience / training
  • * Civil Engineering, Construction Management, or a closely related field
  • Minimum five years of civil engineering experience.
  • Thorough knowledge associated with independently performing the full range of professional engineering work.
  • Demonstrated experience and comprehensive knowledge of Geotechnical, Environmental, Structural, Transportation, Water Resources, and Construction Engineering subfields.
  • Ability to manage with minimal supervision all phases of design and construction projects, including programming, budgeting, design, preparation of construction documents, bidding, construction administration and closeout.
  • Willingness to expand knowledge into other overlapping disciplines including electrical engineering, mechanical engineering, architecture, landscape architecture and planning.
  • Strong project management skills needed to ensure high quality and timely completion of design and construction projects.
  • Ability to work in a collaborative manner; identify challenges and barriers and recommend resolutions.
  • Problem solving abilities to resolve complex issues.Ability to lead and work collaboratively with project stakeholders to identify key issues, brainstorm for solutions, and balance competing priorities.Thorough knowledge necessary to apply principles, practices and procedures in the completion of assignments.
  • Effective verbal communication and presentation skills.
  • Effective written communication skills.
  • Demonstrated organizational and decision-making abilities to manage competing priorities. Communication skills, both written and verbal, to convey complex information in a clear and concise manner. Ability to lead and influence others.
  • Demonstrated ability to motivate and influence others.
  • Experience with the following tools: AutoCAD, Building Information Modeling (BIM), Critical path scheduling, and Geographical Information System (GIS) software. Project management skills needed to assume responsibility for both high quality and timely accomplishment of design and construction projects.

PREFERRED QUALIFICATIONS

  • Minimum four years of responsible design work.
  • Experience with transportation engineering and traffic codes and design guidelines including the AASHTO Green Book, MUTCD, and NACTO.
  • Experience with municipal or public sector planning, design and construction, including public works contract law.
  • Knowledge of CALTRANS Standard Plans, Standard Specifications, and Contract Item Codes.
  • LEED AP
  • Professional Traffic Operations Engineer (PTOE) or Professional Transportation Planner (PTP)

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Must possess a valid license to drive in the state of California.
  • Professional Engineering (PE) license in Civil Engineering or ability to obtain licensure in the state of California in specialty areas related to Civil Engineering or Transportation Engineering.
  • Ability to perform work in a rugged physical environment and inclement weather with challenging infrastructure requirements.
  • Ability to do occasional work in confined spaces such as attics and trenches while bending, stooping and/or kneeling with the possibility of being exposed to live electrical circuits and machinery.
  • The selected candidate has the option to work a hybrid work schedule. If a hybrid work schedule is confirmed, the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
  • Ability to work a variable schedule including evenings and weekends.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to travel to multiple work locations on and off campus.
