Risk and Safety Services (RSS) is a multi-operational unit within the Finance and Operations Administration Division of the University of California, Santa Cruz. RSS delivers a wide variety of programs and services to support campus-wide safety and emergency response for incident management. Departments include; Risk Services, Environmental Health and Safety, Office of Emergency Services, Transportation and Parking Services, and University Police.

JOB SUMMARY
This position is responsible for the overall management of the accreditation process for the UC Santa Cruz Police Department. This includes the development, implementation, and maintenance of accreditation programs administered by the Commission on Peace Officers Standards and Training (CA-POST), the International Association of Campus Law Enforcement Administrators (IACLEA), and the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA).
This is a professional staff (non-sworn) position. A high level of awareness, diplomacy, and sensitivity is critical for this position. The ability to positively interact with Police Department employees, University officials, staff, faculty, students, community members, visitors, and professionals from other government agencies is required of incumbents to develop, maintain, and successfully perform in this position. This position plays a critical function in the criminal justice system and is a very critical position within the UC Santa Cruz Police Department.
Under the general supervision of the Chief of Police, the Accreditation Manager is responsible for the day-to-day management of the UC Santa Cruz Police Department's accreditation process through the International Association of Campus Law Enforcement Administrators (IACLEA). Major duties include advanced analysis of unique and highly complex issues involving self-assessment, development, implementation, and maintenance of the department's accreditation and subsequent re-accreditation by IACLEA. The Accreditation Manager thoroughly analyzes departmental and system-wide policies and processes to ensure compliance with accreditation standards, oftentimes making recommendations for changes or improvements. This position independently tracks accreditation activities and progress towards goals, while coordinating the resolution of issues that may jeopardize accreditation status and developing procedures to improve departmental efficiency, performance, and compliance.
Additionally, the Accreditation Manager serves as the subject matter expert on the Accreditation process, including serving as liaison with local, state, and national IACLEA representatives and other accredited agencies. The IACLEA Manager will make recommendations on policies, programs, procedures, and training requiring interaction with UCOP and UC Chiefs, and Campus Leadership partners including Risk and Safety Services units impacted by those recommendations, and will work with UCOP to promote compliance with legislated reporting essential to UCOP Community Safety Plan reporting and policy requirements. This position requires independence in leadership as the sole person responsible for interacting with UCOP to implement the Community Safety Plan initiative for all UCPD's to obtain IACLEA certification. They will also provide logistical needs for the department and campus during planned events and emergencies.
APPOINTMENT INFORMATION
Budgeted Salary: $99,650.00 - $117,000.00 / Annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES
80% - IACLEA Accreditation
  • Manages and coordinates departmental activities related to the International Association of Campus Law Enforcement Administrators (IACLEA) Accreditation process.
  • Reviews a wide variety of complex and technical issues concerning law enforcement standards and the accreditation process in order to lead and/or participate on policy, strategy, and planning committees and working groups in support of Accreditation Standards.
  • Assigns, directs and coordinates groups of employees to achieve plans of action, makes recommendations to the Chief and command staff, and engages in other activities in order to meet compliance with applicable accreditation standards.
  • Develops, writes, revises, and helps manage the department's catalog of policies and forms to meet accreditation standards, including written directives. Reviews existing policies, procedures, and processes to identify gaps in compliance with IACLEA Standards.
  • Conducts weekly and/or regular reviews of policies and procedures with appropriate staff and revises department policies and procedures manuals to ensure standard operating procedures are reliable and up-to-date and meet all current IACLEA, legislative mandates, and judicial rulings.
  • Recommends changes in policies and procedures when indicated by accreditation updates, updates in the law, updates in regulations, changes, or modifications, and assigns writing projects to others that achieve accreditation objectives as needed.
  • Determines and develops appropriate proofs of compliance for accreditation standards, including type, frequency, and retention of the necessary documentation.
  • Utilizes appropriate software applications to increase work efficiency and expedite information retrieval, including PowerDMS, Lexipol, CAD RMS, and other software in support of
  • Accreditation and the accreditation dashboard utilized to brief PD management of policy implementation.
  • Provides analyses for complex budget, funding, financial, or academic data, systems, and resource projects working directly with internal and external constituents as it relates to Accreditation.
  • Composes and/or edits a variety of correspondence, reports, memorandum, and other material requiring independent judgment as to content, accuracy, and completeness.
  • Guides and directs planning which may include senior management, faculty, and/or external constituencies impacted by the implementation of IACLEA Accreditation.
  • Conducts and coordinates analysis of program outcomes and change systems, processes, and guidelines to ensure program success and relevance for department members.
  • Conducts program research, analysis, and data collection, and identifies program problems to explore possible alternatives for changes.
  • Identifies and verifies compliance with established law enforcement standards and best practices, correcting any noted deficiencies through policy, training, or other administrative measures. Reviews standards and ensures the department remains in compliance.
  • Serves as a technical leader with a high degree of knowledge in the accreditation process and is recognized as having expertise in the accreditation process; problem-solving skills which frequently require analysis of unique issues/problems without precedent and/or structure to ensure successful policy implementation in support of accreditation.
  • Develops proposals and recommendations to guide and support a broader strategic direction for the function, research initiative, program, and/or organizational unit.
  • Participates in the IACLEA University Police Accreditation Coalition (UPAC) and other partners to coordinate the development, implementation, and monitoring of best practices among the network of accreditation professionals across the 10 University of California Police Departments to serve as Accreditation proofs.
  • Attends meetings, training, and conferences in the place of or with the Chief and command staff related to IACLEA standards, planning, data analysis, accreditation procedures, and developments that may require overnight travel.
  • Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization in support of IACLEA Accreditation and policy implementation.
  • Makes high-level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program/process recommendations to resolve issues related to Accreditation.
  • May lead a team of lower-level analytical, research, and administrative staff within and outside of the PD to provide essential information related to Accreditation.
  • Manages programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy while exercising judgment in selecting methods, techniques, and evaluation criteria leading to successful accreditation.
10% - Training
  • Participates in departmental strategic planning, policy and procedure revision and other administrative developmental tasks. Actively work with training staff and management to ensure that key and critical areas of accreditation are incorporated into internal/external trainings wherever necessary and/or appropriate.
  • Provides accreditation-related training and various types of presentations to department personnel, external partners, community groups and campus leadership. Develops and conducts training related to policy, procedures and processes for accreditation and professional standards compliance to ensure a clear understanding of expectations, accreditation processes, and appropriate follow through is being performed.
  • May work occasionally with campus Clery Coordinator to ensure compliance between parallel and competing concerns.
  • May represent PD on campus or system-wide work groups. Perform public safety outreach, education, and training as assigned. Perform other work as assigned to meet department goals and objectives.
10% - Data Analysis and Transparency Reporting
  • Collects, tabulates, and processes the five data points required by the Office of the President's Task Force on Policing. Monthly analysis is required as the data is populated onto a system-wide dashboard providing forward leaning transparency for the UCPD.
  • Collaborates with campus partners to build a more transparent system-wide model of policing data, culminating in monthly and annual reports.
  • Works closely with the system-wide Council of Chiefs to ensure uniformity in data collection and presentation.
  • Assists in meetings by developing agendas, securing meeting sites, and drafting meeting minutes.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience and / or training.
  • Demonstrated knowledge of state and federal law as it pertains to IACLEA, with the ability to quickly learn and apply University of California regulations.
  • Understands working in a highly structured organization.

  • Advanced use of MS Office Suite and other common organization-specific computer application programs.
