Job Summary

UCSF has a vision of becoming a national model of sustainability in academic healthcare and health sciences. The new Chief Sustainability Officer (CSO) & Executive Director of the Office of Sustainability position will lead the university's current sustainability efforts through to the next level. Progress is being made across the enterprise - UCSF Health and Campus - and in many different departments, including in real estate, facilities, utilities, transportation, retail/food service, health care, research, environmental health and safety, supply chain, wellbeing, and diversity. The CSO will advance major goals and achieve significant outcomes by working with UCSF's leadership, the Academic Senate Sustainability Committee, the Center for Climate Health and Equity, UCSF Advisory Committee on Sustainability, UCSF Health Sustainability Committee, and various academic teams to ensure a high-degree of commitment and consistency across the Campus, Health and Academia to further reduce on-site energy costs and carbon emissions, increase carbon-free energy, conserve water, meet zero waste policy targets, purchase sustainable foods and products, reduce travel, commute and waste-associated emissions, produce green labs and green buildings, and improve climate resilience, social justice and diversity, equity, inclusion & access by creating a more sustainable world.The CSO must be highly effective at and experienced with influencing teams, including those over which the position does not have direct authority, bringing out the best in each team member's performance and achieving results. To be effective, the CSO must also have a high degree of technical expertise in the areas of new construction and renovations, power plant design and planning, energy/water efficiency and sustainable facilities management. The CSO must be a highly effective communicator, able to translate complicated and dynamic technical content into attention-grabbing verbal and written material that garners support and enthusiasm from others, especially from senior leadership. The CSO has responsibility for strategic planning, an important tool for ensuring all team members are in lockstep and prioritizing sustainability at every opportunity. Given the size and scope of the University, the Chief Sustainability Officer must be highly organized and able to track a large volume of activity. The CSO will serve in a highly visible role within UCSF, across the UC system, with the UC Office of the President, and among experts in the field of sustainability. All new buildings constructed on campus are to be Gold certified or better. The CSO will work with new construction teams to decarbonize all new construction projects, which will require a total cost of ownership analysis compared to construction first costs as well as Embodied Carbon and Energy Use Intensity. The CSO will provide resources including USGBC LEED expertise to real estate and facilities project managers and will seek innovative funding or financing instruments to maximize energy and water efficiency, transition to all-electric buildings for new construction and renewal / renovation projects.The final salary and offer components are subject to additional approvals based on UC policy.

Department Description

The Office of Sustainability is a small department within the division of Campus Life Services. Currently, the Office of Sustainability includes three full time staff members and occasional student fellows. With the addition of a Chief Sustainability Officer, the Office will receive more support, resources, and expertise, and the team will be well positioned to lead more strategy and produce large-scale results. Under the direction of the CSO will be the Director of Sustainability, who currently has responsibility for leading numerous UCSF work groups, preparing and submitting reports to the Office of the President, ensuring compliance and updates to the UC Sustainable practices policy, advising teams in many departments on best practices and policies, and leading several communications channels, including newsletters and a website. The Director also supports the UCSF Advisory Committee on Sustainability, the 13 sustainability work groups, and supervises the sustainability coordinator, sustainability analyst and interns/fellows. On a dotted-line basis, the CSO will co-lead a team of eight energy/water efficiency experts at UCSF Health and campus. Additionally, the CSO will influence project managers and leaders in real estate, supply chain, facilities services, utilities, transportation, retail/food service, health care, research, environmental health and safety, wellbeing, and diversity. UCSF includes over 10 million square feet of space including buildings for hospitals, clinics, research, education, and administration. The UCSF campus includes multiple sites throughout San Francisco, Oakland, and Fresno. In calendar year 2020, UCSF Health and campus reduced carbon emissions down to UCSF's 1990 levels, despite a 128% increase in UCSF's square footage. This exceeded the UC policy requiring all campuses to attain 1990 levels by 2020 levels. In addition, all UC campuses are expected to meet UC Sustainable Practices policies in areas of green building design, clean energy, climate protection, transportation, sustainable buildings and laboratory operations, zero waste, procurement, foodservice, water, and Health.Of particular importance, UCSF and all other UC campuses have committed to 90% decarbonization by 2035 - this has a budget impact to UCSF of $1.5 billion or more over a decade. While progress has been made toward that goal, UCSF's Parnassus Heights campus is currently dependent on a co-generation plant that provides power to the hospitals at Parnassus Heights and to critical research buildings. The University has recently embarked on a plan to renew the Parnassus Heights campus, including the construction of a new hospital and research building (both will be constructed over the next 10 years). The goal is to decarbonize the central plant by reducing demand for power and transition to electric heating and cooling This position will help real estate with decisions, resources, and expertise to enable that goal. At Mission Bay, a temporary power plant has been serving the campus since it was first built in 2005. With the growth of the Mission Bay campus, an assessment is underway to determine the location, size, and function of a carbon-free permanent plant and the CSO will lend expertise to this project.

Required Qualifications

  • Bachelor's degree and / or equivalent experience / training in environmental science, management, or policy; architecture; engineering; or public health, or a related field, OR, and equivalent combination of education and experience.
  • 10 years of relevant progressive experience.
  • Expert knowledge in the area of energy and environmental design, sustainability management policies, issues and initiatives.
  • Expertise in U.S. Green Building Council rating systems.
  • Expert knowledge of policies and procedures in the areas of design and construction; purchasing; contracts, grants and gift processing; building codes, and regulations.
  • Expert knowledge of planning, staffing and leading cost-effective sustainability focused programs.
  • Advanced ability to foster collaboration across diverse constituencies, guide negotiations and manage change.
  • Highly developed verbal, written and interpersonal communication skills.
  • Expert ability to use data to generate benefit-cost ratios, track progression, and develop recommendations to facilitate decision-making.
  • Highly proficient in all software applications (Word, Excel, and PowerPoint, Access), database applications and management.
  • Expert ability to present ideas with impact.
  • Expert ability to lead, engage and motivate groups to meet common objectives.
  • Experience with community and stakeholder engagement strategies and communications.

Preferred Qualifications

  • Master's degree or PhD preferred.
  • Licensed Professional Engineer, Architect, or Facilities Management Leader.
  • LEED Accredited Professional.
  • ISSP Certified Sustainability Professional.
  • Other Sustainability or Energy/Utilities certifications.
  • Other related licenses.
  • Experience with utilities and power plant operations, including cogeneration plants.
