DEPARTMENT OVERVIEW
UC Procurement uses strategic and collaborative sourcing methods supported by technology and data analysis to optimize spend across the UC system, creating significant savings for the University. As the office with the formal delegation of authority from the University, our procurement professionals have specific knowledge and skill-sets to ensure that the policies and regulations (local, state, UC, federal and private) are supported as we carry out our procurement obligations. UC Procurement Services is a central pool of procurement professionals assigned to support the broad academic, research and administrative units at each UC Campus. In addition, specific systems, analysts, and client service functions are being managed system-wide through this team with the implementation and administration of sourcing, contracting, spend analytics, benefits and eProcurement applications. UC Procurement partners with campus procurement teams to standardize policies, practices and agreements to make it easier to do business with the University.
Position Summary
This business systems analyst role is focusing on system administration of multiple procurement technologies that are being leveraged by 10 UC campuses and UC Office of the President. This position will focus on leading continuous improvement efforts, facilitating user training sessions at 11 UC locations, guiding users to leverage technology to support compliance and policy related business requirements, overseeing and executing SQL jobs for data transformation, participating in cross-functional teams to address business process or systems issues, and documenting functional business requirements. This position is expected to develop strong business relations with the internal users from UC campuses and external supplier partners at all levels in order to understand and analyze the requirements and provide ongoing support.
Key Responsibilities
50% Procurement System Administration
  • Partner with internal stakeholders to formulate and define scope and objectives of procurement related systems.
  • Sourcing, Contract, Supplier Management, Spend Analytics, eProcurement applications, and benefit reporting applications.
  • Analyze business processes to develop functional system solutions to meet end-user needs.
  • Present the solutions clearly and concisely to end users and document the functional solution in the Administration Guide.
  • Develop user acceptance testing plan and executes acceptance testing according to developed plan. Generate a report to show acceptance testing results.
  • Assist with implementation of changes through preparation of content, validation of data and review of results providing meaningful and timely input to the project team.
40% Operational Support
  • Create and maintain a report of open, unresolved application defects, and formulate solutions for unresolved application defects with the Software-as-a Service (SaaS) provider. Execute testing and validation scripts in support of application and system integration changes
  • Execute workflow and site configuration changes to various parts of the Sourcing, Contract, Supplier Management, Spend Analytics, eProcurement, and benefit applications.
  • Create and maintain technical systems documentation including process flow diagrams and integrated application triggers, rules, and structures
5% Assists with project plan development and end user documentation. Gathers and analyzes data to prepare business process and procedural documentation. Assists with implementation of changes in development, maintenance, system standards and in the creation of specifications.
5% Helps develop basic user interface designs. Provides support on new applications.
Required Qualifications
  • Minimum of 2 years of relevant experience / training.
Preferred Qualifications:
  • Demonstrated ability to work with others from diverse backgrounds.
  • Intermediate knowledge of related areas of IT.
  • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem-solving skills.
  • General knowledge of business and process analysis functions.
  • Knowledge relating to software design.
  • Demonstrated testing and test planning skills.
  • Skills associated with analysis of processes and issues of moderate scope, information flow and architecture.
  • Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization.
Required Education
  • Bachelor's degree in related area or equivalent experience / training.
SPECIAL CONDITIONS
This position has been approved for a hybrid (onsite and remote) work arrangement within California and can be located at any of our 10 UC campuses. The person hired will be required to report to work onsite in Oakland, CA on a regular basis.

Payscale: $39.27 - $45.98 / hour (approximately $82,000 - $96,000 annual), commensurate with experience
The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
