DEPARTMENT OVERVIEWFinancial Planning & Analysis ("FP&A") is a strategic planning unit within the Budget Planning & Analysis department of the CFO Division. FP&A is primarily responsible for developing and maintaining a long-range systemwide planning model' that helps to inform the annual Budget for Current Operations. This unit is also tasked with developing various multi-year financial models to assess the impact(s) of proposed policies associated with changes in enrollments, tuition and fees, compensation and benefit increases; and financial dashboards that show trends across a variety of different financial and capital performance metrics for each campus as well as the entire UC System.
POSITION SUMMARYThe Financial Analyst 4 position reports to the Director of FP&A at the Office of the President, but will have frequent contact with staff at other UCOP departments, and at campus budget offices throughout the UC system. This position uses skills as a seasoned, experienced finance, accounting, and/or budgeting professional with a full understanding of higher education industry practices and organizational policies and procedures at the University of California; is responsible for combining financial, personnel, enrollment, and capital (space) data in unique and imaginative ways to develop analytical models that help to highlight and resolve of a wide range of funding issues. Works on problems of diverse scope where analysis of data requires evaluation of identifiable trends over time and relevant financial ratios to compare campus performance to tell a simple 'actionable' story about the University's resources and needs.
Demonstrates good judgment in querying, compiling, and assessing large data sets, selecting effective methods and techniques to incorporate data into models, and developing reasonable conclusions to inform senior management. Cultivates strong working relationships with internal staff (UCOP) and some external campus contacts.
Responsibilities
35%
SYSTEMWIDE PLANNING MODEL - Help support the development, maintenance, and rollout of a long-range systemwide planning model, using the Syntellis Axiom platform. This model incorporates annual financial results, enrollments, salary and FTE data, fees, state funding, planned capital projects, and investments to provide campuses with a simple projection tool for all ten campuses, and consolidates projections from the six medical centers. Model outputs will be used in presentations for Chancellor meetings with the President and Regents. -Gather data from Institutional Research and Academic Planning (IRAP), accounting, HR, and campus budget offices to update assumptions regarding enrollments, state appropriation, faculty and staff headcount (FTE), salary, and benefit drivers for model. -Work with campus budget offices to validate model inputs/outputs, understand campus budget allocation processes, uses of various fund sources, and enrollment and hiring trends. -Develop various operating scenarios and systemwide assumptions for campuses to project rolling 3-5 years of forecasted income statement, balance sheet, and cash flow statements. -Perform annual budget to actual analyses to assess accuracy of the model, and to identify reasons for material variances to provide findings and recommendations to UCOP leadership. -Perform analysis of long-range projections to explain trends to executive audience, inform senior UCOP and campus leadership about adequacy of funding with respect to hiring, capital projects, investments, and other operating trends over time. -Help to formulate analysis to support policy recommendations and advocacy strategies for CFO and other senior leadership to support the University's operating and capital budget needs. Over the long-term, FP&A is tasked with transforming the annual budgeting process into a multi-year, all-funds, integrated financial statement model to enable the University to operate in a stable, predictable, and financially balanced manner.

DATA ANALYSIS - In response to internal and external data requests, independently gather financial, personnel, enrollment, and capital data, critically assess validity, completeness, and accuracy of data by reconciling to published financial statements or other reports, and work closely with Director to develop analyses, reports, dashboards, presentations, and proposals to show trends over the past few years, and support decision-making by senior management. Examples of potential projects: develop report of expenditures for instruction by campus, to compare the cost of educating undergraduates and graduate students, perform comparative analysis of annual operating revenue and expenses by campus to assess adequacy of funding, and review carry-forward balances.

MODELING FINANCIAL IMPACTS - Work cross-functionally at systemwide and campus levels to analyze and support proposed policy changes. Gather historic data to develop financial models, and assess the financial impacts of 1) proposed policy changes involving core operating budget, including tuition or enrollments, e.g. cohort-based tuition model, or increasing California resident undergraduate enrollments, and 2) strategic programs and initiatives, such as achieving carbon neutrality by 2025. Create complex but user-friendly models for use in budgeting and planning, which incorporate investment (funding) requirements, resource allocations, headcount (staffing), scenario analyses, timing issues, and risks. Provide analysis and financial modeling to assess various (a) systemwide programs and initiatives, (b) investments, financing (debt), and/or funding allocation models, and (c) revenue-generation or cost reduction programs. Assess risks, tradeoffs, timing issues, and alternative revenue strategies to thoroughly analyze all options to achieve financial viability for the University. Develop presentations to clearly communicate findings and recommendations to both senior executive leadership and operational staff to gain organizational support and alignment towards objectives.

DEVELOP DASHBOARDS AND REPORTING TEMPLATES - Develop and maintain financial planning and reporting templates, such as financial dashboards, performance metrics (charts), and other visualization tools for use in campus presentations and budget planning meetings with UC President, CFO, Regents, Chancellors, Provosts, and/or campus budget office(s). Help support the development of 'automated' reporting tools that provide real-time financial reports and tools. Work closely with Director to plan and facilitate a longer-term transition from excel-based tools to more automated cloud-based reports, i.e. Tableau.

CAMPUS COLLABORATION AND CONSULTATION - Facilitate and conduct regular check-ins and/or discussions with campus budget office staff to understand campus operations, drivers of revenue and expenses growth, headcount driven expense analysis at cost center level, identify potential opportunities for revenue-generation and cost-cutting across the UC system, and provide recommendations to both campus and OP leadership. Analyst should have a strong bias for action and be able to use findings from analyses to develop data-driven recommendations, which influence campus stakeholders to implement change across their organization(s).
Preferred Qualifications
- Experience with multi-year, integrated financial statement modeling. Working knowledge of Syntellis (formerly Kaufman Hall) Axiom tool or similar (i.e. Workday, Anaplan, etc.) highly preferred.
- Expertise with advanced functions of Microsoft Excel, and demonstrated strength in developing financial models with minimal oversight. Must be able to effectively communicate financial results to both executive audience, and nonfinancial managers. Preferred: experience with Powerpoint, Tableau, Access/VBA
- Ability to create high impact presentation materials which present complex information and issues to a non-financial audience with brevity, clarity, and accuracy.

- Exceptional interpersonal skills with a demonstrated ability to gain the confidence, trust, and respect of senior level executives.
- Ability to successfully persuade, negotiate, justify, propose, and document a variety of management issues. Active listening skills and ability to communicate in a direct and persuasive manner within the highest levels of University administration. Ability to handle sensitive organizational issues with tact, diplomacy, and confidentiality.

- Ability to query data from a variety of different financial and information systems, and/or gather data from a variety of different staff resources throughout UCOP, assess accuracy/completeness of information to ensure consistency with other published reports, and determine appropriate level of detail for use in analysis and trend reporting.
Education
- BA/BS in Accounting, Finance, Business Administration, or related field
- Minimum 5 years of experience in finance in the areas of financial planning and analysis (FP&A), treasury, or capital markets roles, and/or roles in corporate finance, accounting, and consulting roles. Candidate should have experience with multi-year budget plans or projections.
License/Certifications
- CFA, CPA, or CFP preferred

Salary: $100,000 - $117,000
