DEPARTMENT OVERVIEW
University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.
Administration and Finance is a department within the UCH Division and part of the immediate office of the Executive Vice President, UC Health. The department provides direct operational support to the EVP, administrative oversight of systemwide finance, and manages internal UC Health division operations, finances, and strategic initiatives.

POSITION SUMMARY
Working under the direction of the Director of Operations and Strategic Initiatives for the systemwide office of UC Health (UCH) at the UC Office of the President, the UCH Financial Analyst serves as a key member of the department's Administration and Finance team, working in a high-volume and fast-paced environment with changing priorities requiring tact, political acumen, diplomacy, and discretion, across a wide variety of complex and sensitive matters. This position is critical in supporting development of financial plans and analysis of variances and performance results in support of UC Health's mission and goals.
The UCH Financial Analyst is responsible for supporting the annual budget, quarterly forecasting, financial analysis, reporting, reconciliation, and month end review of General Ledger. The incumbent is responsible for working with UCH managers to ensure accurate processing of advanced financial transactions and application of industry best practices in accordance with organization and university policies and procedures.
The incumbent will apply accounting knowledge to ensure all financial transactions are aligned with the organization budget and in compliance with UC financial, travel, event, personnel and document retention policies and procedures. The incumbent will be responsible for identifying, developing, documenting and communicating process improvements and department policies and procedures. The position will support on-going financial processes and deadlines as well as ad-hoc projects as assigned.
The Financial Analyst will support managers and leadership with understanding of financial positions and opportunities through professional communications and development of comprehensive reporting and presentation with stakeholders across the UC Health system. Working independently, this position exercises sound judgment within defined accounting procedures and practices.
Responsibilities

Applies accounting best practices to process and/or review financial transactions and ensure accuracy of general ledger. Serves as the primary financial support of designated UCH programs and initiatives.

Applies advanced professional concepts to perform complex financial analysis to understand past performance and determine present and future performance and / or resource allocations. Provides analytical support for budget, financial, and resource projects dealing directly with department managers and / or outside constituents.

Develops and prepares financial reports, insights, and/or analysis for internal constituents to enable decision making. Provides complex analysis and performance metrics to measure performance against budget targets throughout the year, ensuring fund/department balances are valid and department revenue/expenses are booked appropriately. Provides analytical support for complex budget, financial, or resource analysis projects which also includes Fiscal Close.

Gathers, analyzes, prepares, and summarizes recommendations for financial and / or resource plans, including annual resource allocation approaches, future requirements, operating forecasts, sources and uses, etc.

Uses advanced understanding of industry best practices and organizational policies and procedures to resolve highly complex or difficult assignments. Makes recommendations on maintaining and strengthening internal controls to protect University resources.

Supports ad-hoc financial analysis projects as required.
Required Qualifications
  • Advanced financial reporting and analysis skills with ability to develop complex financial models, summarize financial reports and complete ad-hoc analysis.
  • Ability to independently gather required information to organize, and perform financial analysis assignments. Must have the ability to identify issues; analyze data; develop, recommend, and implement, solutions; and convert data to actionable information and recommendations.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Must be adept at presenting information in a tactful and diplomatic manner, clearly and concisely conveying technical information, both written and verbal, to a broad audience. Ability to act consistently in exercising independent judgment and discretion in matters of significance.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Advanced experience with Microsoft Excel and ability to synthesize large amounts of data. Database skills preferred.
  • Strong service orientation and critical thinking skills and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Exceptional interpersonal and collaborative skills and ability to establish strong rapport and partnerships at all levels of the organization. Self-directed and able to work well and communicate effectively in a team environment. Hands on and able to work with minimal supervision.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Analytical background as it pertains to identifying and effectively explaining financial drivers to finance and business leaders.
  • Strong understanding of general accepted accounting principles in non-profit and/or government entities.
  • Working knowledge of finance policies, practices, and systems. Includes Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), OMB A-21, and University regulations.
  • Proficiency with enterprise level accounting and planning software.
Preferred Qualifications
  • Proven ability with in-depth knowledge to utilize SQL and SQL Server databases, Tableau, Microsoft Excel, SmartView and other reporting software to analyze data and generate ad-hoc reports.
  • Experience with Oracle Cloud Financials.
Education
  • Bachelor degree and a minimum of 5 years of relevant experience and/or equivalent experience.
  • Advanced degree in accounting, finance, business administration or CPA (Preferred).
