Department Overview
Enrollment Services develops and implements undergraduate admissions policy. The unit manages the UC undergraduate admissions application and also oversees graduate/undergraduate financial aid and the compliance with and reporting thereof.
Position Summary
Oversees daily operations and initiatives of Articulation System Supporting Interinstitutional Student Transfer (ASSIST), an intersegmental program based on shared objectives across the University of California (UC), California State University (CSU), and California Community Colleges (CCC) systems to facilitate student transfer among the state's public colleges and universities. Manages financial and human resources of the ASSIST Central Services (ACS) team and reports to the Director of Undergraduate Admissions. Provides visionary leadership to the ACS team, ASSIST technical vendor, and ad hoc project teams regarding program/policy analysis, planning, coordination, and system maintenance/enhancements. Determines short- and long-term plans for implementation to achieve ASSIST operational goals as aligned to broader strategic priorities. Manages technology-based initiatives covering a range of higher education issues within an academic preparation and student transfer context. Builds and maintains collaborative, service-oriented relationships with educational institutions and other organizations involved in postsecondary curriculum and/or student transfer. Develops and delivers policy communications in service of key stakeholders. Provides oversight for long-term, systems level intersegmental budget projection, management, and planning.
Key Responsibilities
50% Leadership & Supervision: Provides leadership and clear direction to ACS staff at various work locations, and ASSIST system project team members and the contracted technical vendor. Serves as statewide lead on ASSIST projects and services to fulfill the data needs of ASSIST system users and downstream/external systems. Designs specific program/project plans based on broad recommendations from the ASSIST Executive Management & Oversight Committee (EMOC) and other technical/policy advisory committees and ad hoc workgroups; alerts ASSIST EMOC to any emergent legislative changes which may impact UC/CSU/CCC expectations of ASSIST; assigns components to ACS team and/or project team(s) for analysis and implementation. Establishes and recommends changes to administrative policies that affect daily operations and longer-term initiatives. Makes decisions on staff performance, salary actions, hiring, and other human resource-related issues of managed staff. Provides guidance and assistance to direct reports on most complex issues, including business requirements and technical specifications for the ASSIST website and database system.
    25% Operations Management: Manages professional staff involved in project/policy analyses, program implementation, and ASSIST system operations, setting responsibilities and expectations for results regarding metrics, methods and resources (i.e., time, budget). Coordinates relevant subject matter experts from specific UC/CSU/CCC segment(s) and meets with ASSIST users or other system stakeholders to resolve project issues and determine operational plans. Develops and advocates forward-thinking solutions to technology issues related to the business functions of the public-facing ASSIST web application and the back-end review systems, including developing and delivering on new system components, processes, and operating procedures. Holds responsibility for administering the individual UC/CSU/CCC budgets that collectively support ASSIST operations, initiatives, and system maintenance/enhancements. Ensures alignment of budgets, project scopes of work, and target deliverables. Provides budget forecasts for review.
    15% Program/Policy Analysis, Planning & Implementation: Oversees highly complex analyses across a broad spectrum of UC/CSU/CCC transfer articulation procedures, policies, programs, and initiatives, including delegation of work to the ACS team or other project staff. Proposes and leads policy and program/project planning committees and working groups to gather relevant business requirements for the ASSIST public website and database system. Prepares comprehensive implementation plans for business solutions that fit within the context of strategic directions and planning issued by EMOC; recommends strategic technical/policy directions as appropriate to the business needs of the ASSIST program.
  • 10% Intersegmental Communications & Reporting: Develops and coordinates program/policy communications regionally, statewide, and across the UC/CSU/CCC systems regarding ASSIST system updates, training opportunities, and the implementation of new academic preparation or transfer legislation, policies, and practices as they relate to ASSIST; formulates strategies for relevant stakeholder communications and partnerships. Prepares regular status reports to Director, EMOC, executive sponsors of ASSIST, and others on the ASSIST system, program budget, segment-specific issues, and programmatic successes and challenges. Researches and summarizes best technical practices for articulation in support of college student transfer; produces proposals, reports, briefings, executive summaries, and presentations.
    Experience
    Required QualificationsMinimum of 8 years of related experience with at least 5 years of higher education experience.
  • Minimum of 3 years of managerial/supervisory experience.

    Strong content expertise in postsecondary curriculum alignment (i.e., transfer articulation), academic preparation, and/or higher education policy.
    Advanced knowledge of applicable policy analysis techniques, especially within a college student transfer and academic preparation context.
    Comprehensive program and project management skills and ability to juggle multiple priorities with demanding timeframes.
    Strong communication and interpersonal skills to communicate effectively with leadership and all levels of the organization, as well as to a variety of internal/external audiences, both verbally and in writing.
    Ability to work well and proactively with diverse stakeholders and constituencies with varying service needs.
    Strong ability to research, analyze, and synthesize relevant information/data for preparing and delivering sound proposals, recommendations, and reports.
    Ability to use discretion and maintain confidentiality.
  • Advanced knowledge of common computer applications (e.g., Microsoft Office suite).
    Preferred QualificationsAdvanced knowledge of the California public higher education systems, especially with regard to college student transfer procedures and policies.
    Experience with procurement processes, contract management, and/or vendor relations.
  • Working knowledge of database design, web applications, and systems development.

    The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

    This position is eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.
