Department Purpose

The UC Davis School of Law is consistently ranked among the premier law schools in the United States overall and in terms of faculty and student quality and diversity. The school has nearly 600 Juris Doctor (JD) students enrolled in the full-time 3-year program, as well as a LL.M Program, certificates in Public Service Law, Business Law, Criminal Law, Environmental Law, Immigration Law, Intellectual Property Law and Tax Law, and Joint Degree programs, including JD/MBA, and JD/MA.
The budget for the Law School exceeds $40 million including state funds, tuition and professional fee revenue, gifts, and endowments. Current market value of endowments exceeds $12 million. School facilities include 60,000 square feet in 3 buildings. The School has 40 active faculty and more than 100 staff. This position has comprehensive knowledge of pre- and post-award grants development components, requirements and processing, administrative and extramural budgeting processes, procedures and compliance regulations for federal, state, private and internal funding sources. This position is the School of Law’s subject matter expert on fiscal compliance, prudence and adherence to university and agency guidelines as well as proposal budgeting.
This position serves as the lead of the Financial Services team. In addition, this position is a critical support to the Director of Financial Services in daily operational processing and long-term strategic planning.


Job Summary

Under general supervision of the Director of Financial Services, independently provide high-level strategic budgeting, forecasting, analysis, and financial reporting. Prepare and establish budgets, organize resources according to budgetary plans, prepare routine and ad hoc financial reports using data from the general ledger and unit or project budgets, and forecast revenue and expenses from a variety of revenue streams, including self-supporting activities, extramural contracts and grants (including federal and state), endowments, gifts, state general funds, and other funding sources. Assist Law School leadership in the annual budget process, including the development of financial analyses and presentations. Independently prepare detailed reconciliations, complete expense and fund transfers, and make recommendations to leadership for continuous improvements in both the quality and presentation of financial information. Assist in the development and/or analysis of rates for recharge services and other revenue/funding sources as needed. Forecast and monitor budgeted revenues for self-supporting activities, including commodity sales and recharge income.
This position will have primary responsibility for day-to day administrative activities for contract and grants administration, budget and finance, communicating with principal investigators (PIs), Law Clinic and Law Center Directors on proposal budget preparation, and post-award grant processes, account monitoring, and serve as the main contact for the Law Clinic and Law Centers. Serve as the compliance officer for department contract and grant activity, ensuring costs are allocable and effort reporting and cost-share commitments are properly documented. Communicate and collaborate with PIs, unit staff, Dean’s Office staff, and others to identify and resolve problems and ensure effective management of intramural and extramural funds. Represent the Financial Services office internally and externally, and ensure continued implementation of the financial strategic plan. The position serves as the Fiscal Officer and Business Manager for the Financial Services Office at the School of Law, as the lead of the Financial Services Unit responsible for overseeing the work product of team members and reporting status to the Director of Financial Services. Manage efficient and successful operation of the Financial Services office in the absence of the Director and provide a leadership role for the Financial Services staff.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Strong financial and business management skills and experience to perform extensive in-depth budgetary and financial analyses including long- range projections, forecasting, and variance and trend analysis to facilitate planning and decision-making. Skills to provide a complete range of financial services for contract and grant management activities.
  • Experience using Microsoft Office suite for spreadsheets, word processing and financial, personnel and research database systems with a thorough knowledge of advanced Excel financial management features.


Minimum Knowledge, Skills, and Abilities (KSA):

  • Critical thinking and analytical skills to independently anticipate/identify problems, perform thoughtful, detailed research to resolve such problems, and propose strategic creative, logical solutions.
  • Knowledge of generally accepted accounting principles with diverse fund restrictions and fund accounting.
  • Strong mathematical skills to accurately calculate, manipulate and evaluate large volumes of data related to budgetary and financial activities.
  • Excellent attention to detail in reviewing, compiling, analyzing and presenting data and in composing written communications, with focus on accuracy, spelling, grammar, consistency of format and professionalism.
  • Strong oral, written and interpersonal skills to communicate effectively and professionally with a diverse group of people in order to clarify complex technical, conceptual and policy issues and help address questions/resolve problems. Advanced time management, multitasking, organizational, conceptual and planning skills.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:

  • Personnel management experience including staffing resource assessment, recruitment, training and development, work assignment, supervision, team building and conflict resolution.
  • Experience working in a university setting. Knowledge of current UC and campus standard business policies and practices, including budget, accounting, financial administration, extramural activities, student financial aid) and systems (e.g., Kuali, UC Path, AggieBudget/AggieEnterprise and FIS-Decision Support). Ability to learn new systems as required.


Preferred Knowledge, Skills, and Abilities (KSA):

  • Knowledge of University budgetary cycle and experience with fiscal close.
  • Knowledge of University gift acceptance and endowment management processes.
