University of California Davis is Hiring a FINANCIAL ANL SUPV 2 (Budget And Financial Analyst) Near Davis, CA

Job Summary

Under the direction of the Student Affairs Associate Vice Chancellor of Health, Wellness, and Divisional Resources (AVCHWD), and Director of Budget and Finance (Director), this position provides direction for account management, budget development, transaction processing, cash management and other business services for assigned departments. This position provides leadership and assists with establishing priorities for fiscal and business related activities for Student Affairs (SA). This position supervises a team of accounting staff and conducts financial analysis, budget planning, reporting and adjustments, and business process development. Funds and reserves managed by the departments total more than $100 million from multiple sources, including Registration Fee, FACE Fee, SASI Fee, MU Fee, and Income.
Serves as the primary contact for assigned units for information and advice on administrative operational matters. Assist the AVCHWD and Director with representation of the Division in the resolution of complaints, audits and compliance issues. Disseminate and communicate information received from central campus offices to the designated departments.
Develop procedures and communication strategies for annual or special processes. Research policy and procedural issues, interpret and propose solutions to supervisor.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Experience in budget/accounting and personnel functions, including budget preparation and analysis, detail budgets, purchasing, payroll, ledger reconciliation, problem solving (e.g., researching discrepancies in expenditures and appropriations), and fiscal close.
  • Computer experience using Microsoft Office programs including Excel, Word, and Outlook.
  • Experience in financial analysis, compiling financial data and reports and long-term forecasting.

Minimum Knowledge, Skills, and Abilities (KSA) :

  • Skills to analyze data and summarize meaningful trends through use of databases, spreadsheets and charts.
  • Critical thinking and applied problem-solving skills to research and analyze information and problems related to budget and HR issues.
  • Writing skills to prepare reports, procedures and communications appropriate for various target audiences.
  • Communication and interpersonal skills to interpret and explain policies and procedures; to establish and maintain working relationships with people at varying organizational levels and from diverse backgrounds; to handle sensitive situations diplomatically; and to facilitate or negotiate resolution of problems.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:

  • Experience with UC Davis financial systems, such as Kuali Financial System, Decision Support, Aggie Budget, Aggie Travel, Aggie Buy, Fusion, Freedom Pay, Online Pre-purchasing System (OPP), UCPATH and Cognos Reports.
  • Experience with COSAF financial reporting of Student Referendum Funds and Income.

Preferred Knowledge, Skills, and Abilities (KSA) :

  • Knowledge of UC policies and procedures, collective bargaining agreements, accounting manuals, UCOP operating memos and guidance memos.
  • Organizational skills to work on projects with competing deadlines and changing priorities; flexibility in dealing with people and competing demands.
  • Ability to maintain confidentiality as well as skills to pay close attention to detail.
