Departmental Overview
Berkeley Regional Services (BRS) is comprised of five (5) "service regions" that provide high-quality administrative support to their groupings of units, schools, colleges, and departments. The BEST (Biological, Environmental, Science & Technology) Region serves the Rausser College of Natural Resources, the Division of Biological Sciences in the College of Letters & Science, and related Organizational Research Units (ORUs), museums, and field stations in the biological sciences. HR/APS supports hiring, appointments, separations, classification and compensation, performance management, payroll and timekeeping, and other HR activities in coordination with its partners in other teams across the UC Berkeley campus and the UCPath Center in Riverside, CA.

Responsibilities
This position involves recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, inter-location transfers, and employee services.
Counsels department managers and supervisors on employee and labor policies, procedures, and appropriate practices regarding performance management, recruiting, onboarding, compensation/classification, disability, training and other areas of HR. Responsible for diverse complex client allocation. Managers recruitments cycle for a full range of staff and academic positions. Works with client groups on complex reorganizations and staffing objectives to assist in meeting business goals. Conducts terminations interviews, providing feedback to administration and academic unit management. Counsels employees concerning sensitive and difficult to resolve work-related problems. Prioritizes work assignments, conducts complex HR trends analyses and develops resulting recommendations. Advises all levels of managers, supervisors, and employees in developing job descriptions; managing disability, leaves of absence and employee performance; interpreting and applying personnel policies and procedures. Represents Berkeley Regional Services BEST Team at department meetings and upon request and works to make the BEST Region an inclusive environment.

Required Qualifications
Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Excellent verbal and written communication skills and the ability to apply skills in a consultative way. Demonstrating organization and problem-solving skills. Demonstrates skill in prioritizing competing work assignments, and timelines. Thorough knowledge of organizational policies and procedures, knowledge of functional area and understands how work may affect other areas. Demonstrated ability to handle very difficult or volatile situations/individuals effectively and ability to provide exceptional customer service in high volume, fast-paced, professional environment and excellent interpersonal skills to develop and maintain effective relationships with diverse client groups. Demonstrated knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources. In-depth knowledge of disability case management and proven ability to follow through and focus on resolving cases in a timely manner.
Education and Training
Bachelor's degree in a related area and / or equivalent experience/training.
Preferred Qualifications
Demonstrated knowledge of a human resources management system (HRMS), and talent acquisition management (TAM), and other related business software programs and systems. Knowledge of academic personnel or administration. Experience working in shared services environment especially in higher education field. Knowledge of campus initiatives relating to impacting human resources and thorough understanding of how work may impact other areas.
Salary & Benefits
This is a 100% Career position with full benefits. Exempt and paid monthly. This position is eligible for remote work. This is not a visa opportunity.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $77,600 - $90,000 annually
