Departmental Overview
UC Berkeley's University Health Services (UHS) is a comprehensive college health service providing fully accredited, primary medical care, counseling and psychological services, and innovative health promotion programs for students, faculty, and staff. UHS provides on-campus medical care and coordinates supplemental needs for off-campus care through a network of community specialists and hospitals. UHS manages the student health insurance and workers' compensation insurance programs.
Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health and Specialty Clinics. Services are designed to minimize the impact of illness, emotional distress and injury on studies and work. Responsibilities
Consultation / Risk Mitigation
Provides proactive management consultation and guidance on disability matters to managers/supervisors, human resources professionals, shared service centers, and Academic Personnel Office for the entire UC Berkeley Campus.
Interprets, analyzes and implements federal and state laws, collective bargaining agreements, and University of California policy/guidelines regarding industrial and non-industrial disability issues.
Advises on compliance to laws and University policies, reducing risk to the University and guides management to best practices.
Analyzes and resolves, with a high degree of autonomy, complex disability/employment situations with high potential for liability risk.
Responsible for providing analysis for highly complex potential loss areas and determines appropriate type and level of loss protection.
Serves on committees and teams with campus-wide impact on disability, ergonomics, and leave management.
Mentors and provides guidance to other Disability Management staff and Human Resources professionals. May lead a team of risk management professionals.
Participates in UC System Wide Risk/DM groups; share knowledge and collaborate regarding best practices and implementation of same.
Case Management / Disability Programs
Initiates, develops and implements complex risk management programs and operations with respect to insurance claims administration, litigation, contracts and loss prevention.
Conducts ongoing review and evaluation of existing risk management policies and procedures to understand past performance and determine present and future performance and/or areas of risk.
Provides confidential and individual disability counseling to faculty and staff regarding issues such as leaves of absence, medical work restrictions, interactive process, reasonable accommodation, return-to-work, workers' compensation, and medical separation. Disabilities can range from minor first aid injuries to terminal illnesses.
Communicates with health care providers to obtain and/or clarify disability and work restriction information in order to determine impact on employment.
Serve on a board of campus experts that determines how to resolve complex and/or ongoing leave cases in a manner that mitigates risk and potential financial loss to the campus.
Initiates and designs risk control programs to prevent losses and reduce premiums and campus exposure.
Claims Management
Applies highly advanced risk concepts to administer workers' compensation insurance program.
Manages an assigned caseload of workers' compensation claims by offering recommendations regarding case actions, progress development, and closure in order to minimize risk exposure.
Coordinates the annual Cal/OSHA Summary of Work-Related Injuries and Illnesses (Form 300A) process.
Performs complex coordination between third-party administrators, departments, attorneys, and UC Office of the President (UCOP) to assure that the defense of litigation claims against the campus are handled and resolved properly.
Proactively collaborates with Environment, Health, and Safety and Office of Risk Services to manage potential campus safety issues.
Provides training to departments and overall campus on disability management and workers' compensation.
Other Duties
Assists in the preparation of the Preventive Rehabilitation Program Annual Report for UCOP.
Keeps informed of new legislation, legal decisions, policies, and trends in the industry in order to incorporate changes into practice.
Participates in professional development.
Required Qualifications
Bachelor's degree in related area and/or equivalent experience/training.
Has advanced knowledge in the following areas: risk management; insurance; analysis;; litigation; knowledge of common campus-specific computer application programs; knowledge of campus processes and procedures; understanding of campus rules and regulations.
Requires interpersonal, service oriented, active listening and critical thinking skills.
Requires ability to present complex risk findings and make recommendations in a clear concise manner both in writing and verbally.
Four (4) years of experience counseling individuals with disabilities and/or human resource needs.
Experience with self-insured Workers' Compensation programs.
Experience with Workers' Compensation claims management database systems.
Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations, collective bargaining agreements, and related standards and guidelines.
Experience with principles/practices of disability management and disability laws (CFEHA, ADAAA, FMLA).
Experience with the California Workers' Compensation system.
Technical knowledge of the Americans with Disabilities Act Amendment Act (ADAAA) and the California Fair Employment and Housing Act (CFEHA).
Technical knowledge of the Family and Medical Leave Act (FMLA).
Technical knowledge of the California Workers' Compensation Labor Code.
Knowledge of HIPAA Privacy Rule and California state laws regulating privacy and confidentiality of health information.
Strong written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
Preferred Qualifications
Master's degree in a related field is preferred Professional certification preferred. Certified in Disability Management or Vocational Rehabilitation (CDMS, CPDM, CRC). Knowledge of common campus-specific computer application programs (Word, Excel, PowerPoint, Outlook). Knowledge of UC policies and procedures and/or ability to learn. Experience with self-insured Workers' Compensation programs. Bilingual (Spanish).
Salary & Benefits
This is a full-time (40 hours per week), career position that is eligible for full UC benefits.
This position is exempt and paid monthly. The annual salary for this role is commensurate with experience within the range of $91,400.00 - $131,100.00.
