Job DescriptionDEPARTMENT: Residential Services POSITION TITLE: Youth Empowerment Supervisor FLSA: Exempt
SUPERVISOR: Youth Empowerment Program Manager Job Code: NASALARY RANGE: $60,000 TO $70,000
OVERVIEW:This role provides targeted support in housing, life skills, education, and employment. The focus is on guiding youth towards long-term self-sufficiency by helping them identify and pursue goals in these areas. Responsibilities include developing, documentation and delivering education and employment services, conducting workshops, coordinating with external providers, connecting youth to community resources, and providing supervision to Youth Peer Educators.As with all UC staff, this position is responsible for adhering to the performance standards set forth in the UC Staff Employee and UC policies and procedures. Additionally, as with all staff, this position is a role model for participants in their development and attainment of goals.DIRECT REPORTS: Youth Empowerment Coordinator QUALIFICATIONS: REQUIRED:  
  • Bachelor's degree in social work, psychology, counseling, or a related field. Master's degree preferred.
  • Minimum of 5 years of experience working with transitional aged youth, particularly those at risk of homelessness.
  • Demonstrated knowledge of issues affecting transitional aged youth, including mental health challenges, substance abuse, and systemic barriers.
  • Strong understanding of trauma-informed care and the ability to apply trauma-sensitive practices in working with youth.
  • Previous experience in program development and implementation, preferably in a non-profit or social services setting.
  • Excellent organizational and multitasking skills with the ability to prioritize and meet deadlines.
  • Proven leadership experience, including the ability to supervise and support a team of youth services professionals.
  • Effective communication skills, both written and verbal, with the ability to collaborate with diverse stakeholders including youth, families, community partners, and funders.
  • Familiarity with local resources and services available to transitional aged youth.
  • Proficient in the use of relevant software and technology for data tracking, reporting, and program evaluation.
PREFERRED: 
  • Passion for social justice and commitment to addressing systemic issues contributing to youth homelessness.
  • Experience in advocating for policy changes that benefit transitional aged youth.
  • Demonstrated ability to engage and build positive relationships with youth through creative and empowering approaches.
  • Cultural competency and the ability to work effectively with individuals from diverse backgrounds, including different ethnicities, genders, and sexual orientations.
  • Knowledge of and experience with income support programs and services.
  • Ability to adapt to a dynamic and evolving work environment, demonstrating flexibility and resilience.
  • Commitment to ongoing professional development and staying informed about best practices in youth services.
  • Willingness to collaborate with community organizations, government agencies, and other stakeholders to enhance the overall impact of the program.
  • Understanding of the principles of guaranteed income and its potential impact on the well-being of transitional aged youth.
RESPONSIBILITIES INCLUDE (but not limited to): 
  1. Develop and implement strategies to ensure the successful delivery of a guaranteed income program for at-risk youth.
  2. Lead a team of Youth Service Coordinators to provide targeted housing, life skills, educational, and employment support to youth beneficiaries.
  3. Oversee the planning and execution of workshops designed to enhance the life skills and employability of youth participants.
  4. Oversee planning and execution of pre/ post surveys to evaluate program success and
  5. Conduct assessments to identify the unique needs and goals of at-risk youth.
  6. Collaborate with youth to establish personalized plans addressing housing, education, employment, and life goals.
  7. Provide light-touch and intensive education and employment services based on individual needs.
  8. Act as a liaison between program participants and external service providers to ensure comprehensive support.
  9. Coordinate with community resources to facilitate access to essential services, including healthcare, mental health support, and educational opportunities.
  10. Advocate on behalf of youth participants to enhance their access to community resources and services.
  11. Supervise and mentor Youth Peer Educators, providing guidance and support in their roles.
  12. Foster a positive and empowering environment that encourages youth to actively engage in the pursuit of their long-term self-sufficiency goals.
  13. Encourage and facilitate youth participation in decision-making processes related to the program.
  14. Maintain accurate and up-to-date records of participant progress, ensuring compliance with program requirements and reporting standards, in various systems.
  15. Utilize data to assess the effectiveness of services and implement improvements as needed, using data to drive continuous process improvements that support participants in attaining their goals and meeting the outcomes of the contract.
  16. Develop and deliver training sessions for Youth Service Coordinators and Peer Educators to enhance their skills in supporting at-risk youth.
  17. Stay informed about best practices in youth services and incorporate relevant knowledge into program delivery.
  18. Documentation into various systems of interactions with young adults, including case management, contacts, attendance at workshops and feedback sessions supporting the attainment of the participant’s goals and contract outcomes.
  19. Conduct selection, training, professional development and work evaluation of staff and make recommendations on hiring, termination, promotion and discipline as required.
  20. Conduct annual performance appraisals for each staff member.
 
  1. Organization Duties:
    1. Timely and accurate submission of timecards to supervisor
    2. Time away from the Office, Program and/or Home (i.e. vacations, personal time off, leaves of absence) must be pre-approved by supervisor and requested based on process outlined in the UC Employee Handbook.
    3. Maintain knowledge of staff handbook, policies, procedures, manuals, and pertinent documentation

  7. Employees must occasionally lift and/or move up to 25 pounds.
  8. Employees may be required to make or receive physical contact with clients and residents, such as in the process of delivering First Aid/CPR or de-escalation interventions.
  9. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  10. Must have CPR and First Aid certificate within 10 days of the start date and maintain a current certificate with Human Resources.
  11. Must clear a Department of Justice background check including fingerprinting before start date and maintain clearance.
  12. Must be able to work in a DSS Community Care Licensed Facility.
  13. Must clear a health screening, including TB before start date and maintain clearance.
  14. Must have a car, valid California Driver License and be able to drive, have a clean driving record and maintain a clean driving record.
  15. Meet and maintain the minimum vehicle liability and property insurance limits (to be insured by our insurance carrier for using vehicle for business purposes such as transportation of residents or reimbursement of business-related mileage expenses).
