United States Conference of Catholic Bishops is Hiring a Match Grant Field Support Coordinator Near Washington, DC

The USCCB/MRS Match Grant (MG) team works with a network of affiliate local service providers to assist refugees, special immigrant visa holders, asylees, victims of trafficking, Cuban/Haitian entrants, Afghan Humanitarian Parolees, Ukrainian Humanitarian Parolees and amerasians, to become self-sufficient within 240-days of Match Grant program enrollment. The MG Field Support Coordinator (FSC) is the lead contact for a portfolio of affiliate MG local service providers. The MG FSC conducts MG monitoring activities to assess affiliate compliance with the Office of Refugee Resettlement MG Program Guidelines and USCCB/MRS policies and procedures, writes MG monitoring reports, and conducts technical assistance to promote quality MG program service provision. Applicants must demonstrate a willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.

Level: Undergraduate degree, graduate degree preferred.

Major Field/Specialty: Social Sciences, Public Administration, International Studies, or related field.

Technical Assistance

  • Develop and maintain a thorough understanding of the Office of Refugee Resettlement Match Grant Program Guidelines and the USCCB/MRS Match Grant Program Operations Manual.
  • Act as the lead point of contact for a portfolio of affiliate Match Grant local service providers. Answer questions related to MG program requirements, budget management, and the cultivation and documentation of in-kind goods and services.
  • Track affiliate performance on a quarterly basis and provide assistance to affiliates with low 240-day self-sufficiency outcomes.
  • Conduct quarterly check-in calls with each affiliate in their portfolio of local service providers.
  • Match Grant Program Monitoring

USCCB/MRS

  • Conduct regular monitoring of USCCB/MRS Match Grant local service providers to ensure agencies are compliant with federal grant requirements and USCCB/MRS policies and procedures. Monitoring activities include, but are not limited to, a review of agency organizational charts, training plans, and program policies, meetings with Diocesan and MG program staff and stakeholders, and case file reviews.
  • After the completion of MG program monitoring, write clear and comprehensive monitoring reports with input from the Assistant Director, Match Grant.
  • Balance competing priorities to ensure monitoring reports are finalized and submitted to the affiliate within 45 business days of the monitoring.
  • Provide support to the Field Support Specialist as needed during the USCCB/MRS Program Strengthening Plan process.

Office of Refugee Resettlement (ORR)

Ensure affiliates in their portfolio have a thorough understanding of the ORR MG monitoring process.

  • Assist with affiliate preparation for ORR monitoring activities, provide feedback on the affiliate’s pre-monitoring questionnaire, participate in theORR MG pre-monitoring and post-monitoring calls and provide assistance to the affiliate throughout the monitoring process as needed.
  • Provide support to the Field Support Specialist as needed during the ORR Program Strengthening Plan process.
  • Annual Proposal Process
  • Work with each affiliate in their portfolio to develop Local Service Provider Site Designs and agency budgets and the beginning of each program year.
  • ORR Performance Improvement Plans (PIPs)
  • At the end of each fiscal year the Assistant Director, Match Grant will identify affiliates that require a Performance Improvement Plan based on program outcomes (240-day self-sufficiency rates). MG FSCs will work with underperforming affiliates in their portfolios to develop a thorough and realistic plan to improve performance over a twelve-month period. Unlike the Program Strengthening Plan process, PIPs are focused on performance outcomes rather than compliance.
  • Schedule monthly calls with affiliates on PIPs to track progress towards identified goals and to provide guidance and technical assistance.
  • Provide quarterly updates to the affiliate and the Assistant Director, Match Grant regarding the status of the affiliate’s self-sufficiency outcomes.

· Network-wide Training and Resource Development · Conduct 1-2 webinars each year on MG program requirements. Webinar topics are selected based on affiliate feedback, common MG compliance issues, and recent changes to the program.

  • Provide new director’s orientation to newly hired Resettlement Directors to ensure their comprehension of MG program requirements.
  • Participate in the development of USCCB/MRS forms and resources to improve documentation of Match Grant program services.

Note: This is a grant funded position. As such, the duties assigned above are subject to change in priority and scope as changes occur with the MG Program Guidelines and other agreements between the federal government and USCCB/MRS.
