United States Conference of Catholic Bishops is Hiring an Assistant Director Refugee School Impact Near Texas, TX

This position assists Independent School Districts and Refugee Agencies in the State of Texas working toward successful integration of children and families into schools and communities through supportive programming to strengthen academic performance and to aid the community social adjustment of refugees. In addition, provides oversight of day-to-day activities under the Refugee School Impact (RSI) grant funds by ORR. This position will require youth/parent monitoring and evaluation activities through sub grantees for USCCB’s RSI team, within its Children’s Services unit by providing oversight and leadership to program monitoring, technical assistance, and ensuring compliance. This position directly supervises RSI Children’s Services Specialists (up to 4.0 FTE), and is responsible for writing and submitting various reports, and works closely with stakeholders.

This position contributes to the Bishops’ strategies plan for the Conference. Demonstrates willingness and ability to understand, respect, and contribute to the USCCB mission and to fulfill job duties I accordance with its Catholic identity.

This is a remote position that requires residency in the State of Texas.

Continuing Responsibilities:

  • Directly supervises full-time RSI Children’s Services Specialists (up to 4.0 FTE) and may supervise interns and temporary staff as needed.
  • Maintains regular supervision meetings with supervisees, documents performance-related issues, and conducts annual performance reviews according to agency standards.
  • Assists with providing oversight to monitoring and other critical activities of the RSI team, including providing feedback to RSI Children’s Services Specialists and supervisory review regarding site visit reports/desk audit reviews to ensure accurate, consistent, and quality reporting to SRC.
  • Assists with providing leadership and guidance to RSI team regarding programmatic, monitoring, and evaluation matters.
  • Facilitates bi-weekly RSI Children’s Services Specialist meetings, participates in bi-weekly TX Team meetings, and CSS meetings as required.
  • Participates in various external meetings with ORR and programs as relevant.
  • Responsible for budget development and fiscal oversight for subrecipients in collaboration with the Associate Director – TX RSI/URM, and Grants and Programs Administrator.
  • Assists Associate Director to lead and conduct on-site monitoring activities of the RSI sub grantees network, including creating site visit schedules, reviewing case files quarterly and annually for monitoring.
  • Conducts desk audits following issuance of citations to assess the status of the corrective action and the need for additional measures.
  • Develops and updates program monitoring tools and internal quality improvement mechanisms; supervises team projects of this nature.
  • Develops and updates internal and external guidelines and procedures related to the RSI services network; develops resources, and tools for subrecipients.
  • Coordinates and administers onboarding training for new sub grantees in the RSI network.
  • Facilitates training with CSS’s for RSI sub recipients, and other stakeholders as appropriate.
  • Fosters peer-to-peer learning in network through conference calls, newsletters, convenings and sharing of promising practices.
  • Plays an active role in proposal development for existing and new funding opportunities related to USCCB’s work with RSI subrecipient programs.

Level: Graduate Degree- Social Services or related field (required)

Major Field/Specialty: Social Work, Psychology, Child Welfare, Social Service Administration, etc.

Number of Years Required: Minimum 3 years, including at least 1 year in a supervisory role.
