Position Summary

The Tribal Programs Manager is responsible for coordinating and overseeing outreach
and engagement initiatives for Tribal members across various programs, events, and
activities, as well as ensuring access to resources. This position must provide
exceptional customer service to members and serve as a liaison between departments,
ensuring confidentiality, accuracy, and efficiency in processes. The Tribal Programs
Manager is required to adhere to the organization’s policies and procedures, and in
doing so, exercise independent judgment and initiative in resolving issues.
Job Functions

Essential Functions

  • Works to expand the outreach and engagement opportunities for Tribal Members
to increase participation levels.
  • Provides direct outreach to members to survey, assess, and engage participants
and to determine and eliminate barriers to program participation.
  • Oversees Tribal Programs Coordinators and Administrative Assistant to lead the
in coordination of Tribal program applications, outreach and events.
  • Collaborates closely with other UAIC departments to ensure program alignment
with Tribal Council vision.
  • Generates analyses and shares data with the Director and Tribal Committee on
a regular basis to identify member engagement through various software
programs.
  • Identifies and develops new programs that would promote and enhance the
mission, goals, and objectives of UAIC and its Tribal members.
  • Responsible for research, communication, and oversight of different programs,
resources, and events for Tribal members.
  • Promotes assistance programs such as housing, utilities, skilled care, natural
disaster, community education, travel, etc. through flyers and other marketing
tools.
  • Assists with the development of presentations for Tribal Council or other
departments regarding program engagement and outreach.
  • As needed, reviews, and approves applications for processing to facilitate program
payments.
  • Provides a high level of professional and courteous communication and customer
service to Tribal members, business partners, and staff; clear verbal and written
communication, interpersonal communication, active listening, and conflict
resolution skills are utilized daily.
  • Maintains organized and detailed files and database records to safeguard the
confidentiality and integrity of Tribal member data.

Non-essential Functions

  • Answers calls or in-person inquiries from members regarding program guidelines
and application processes.
  • Sends letters or electronic correspondence to members regarding their program
eligibility and any requests for missing information.
  • Performs related duties as assigned.
Knowledge, Skills, and Abilities

Knowledge

  • Advanced knowledge of contemporary programming development procedures and
practices.
  • Advanced knowledge of appropriate contemporary administrative and clerical
practices.
  • Advanced understanding of Office applications, including Word, Excel,
PowerPoint, Outlook, Salesforces, Photoshop, and InDesign
  • Basic knowledge of applicable tribal law,
  • Basic knowledge of acquiring loans for the purchase of homes and automobiles
and guidelines related to escrow accounts and auto insurance.
  • Intermediate knowledge of social service programs including the Indian Child
Welfare Act, mental health issues, drug and alcohol rehabilitation, and
incarceration.
  • Understanding of payroll, and accounts payable/receivable functions.

Skills

  • Acute attention to detail to produce error-free data entry for member’s personal
records.
  • Clear written and verbal communication; active listening and probing skills;
ability to ask correct follow-up questions to help determine needs.
  • Well-organized and able to manage multiple projects simultaneously.
  • Effective presentation skills; able to thoroughly prepare, execute, and answer
questions regarding presentations and materials.
  • Excellent time management with the ability to set and meet deadlines.

  • Skills in observing and evaluating staff performance and explaining and
interpreting of policies.

members, staff and vendors.
  • Ability to learn UAIC programs and events for members.

  • Ability to quickly learn and apply office policies, procedures and UAIC Tribal
ordinances.
  • Ability to prioritize tasks and projects in a high-stress environment and

communicate calmly and clearly in conflict situations; be flexible to reprioritize
as directed.

  • Ability to work effectively with others as a team or be an efficient individual
contributor and exercise independent judgement.
  • Ability to operate standard office equipment.
  • Ability to treat a diverse community of Tribal members, staff, and vendors with
courtesy and respect, remaining comfortable, professional and mindful of all
interactions.
  • Ability to take initiative in resolving issues to satisfy internal and external
customers’ needs and to stay compliant with UAIC policies & procedures.
  • Ability to clear all necessary background checks.
Qualifications

Minimum requirements

  • 5 years of program-related coordination and administrative record-keeping
experience in a fast-paced environment.
  • 3 years (can be concurrent) customer service experience or social service
experience working with diverse communities and partners.
  • 2 years of management experience, preferably a small and diverse team.
  • Excellent computer literacy, specifically experience with Microsoft Office,
including Word, Excel, and Outlook.

Preferred qualifications:

  • Bachelor’s degree in Communications, Business, Social Services or related field.
  • 2 years of program management
  • Basic experience working with an electronic file repository and customer records

database.

  • Knowledge of HIPAA and the Five Basic Ethics for Social Services.
