Overview

Business Financial Analyst-Junior (VDOPS-2023-19875):

Bowhead is seeking Business Financial Analyst-Junior with demonstrated experience in the following areas: financial reporting, budgeting, requisitioning, forecasting, and utilization of IBPES financial software.

Responsibilities

The Financial Analyst is responsible for managing financial data, tracking budget allocations, and ensuring accurate financial documentation within the organization. The role involves updating Line of Accounting (LOA) records, analyzing burn rates, reconciling financial documents, and supporting the budgeting and planning process for current fiscal year.

Job duties include but are not limited to:

  • Support several M Department projects in the Digital Modeling (M30) division
  • Works closely with Project Managers and Line Managers to understand resource allocations and develop spend plans in the IBPES system
  • Tracks project spend plans in comparison to actuals to identify trends and areas of concern in financial data
  • Keeps track of all reimbursable authority and carryover plans for each project
  • Works closely with the M Department Financial Lead and Business Operations Manager to understand the current and emerging processes and policies for M Department financials and ensure that the M30 organization is compliant
  • Creates, assigns, and allocates funding to Network Activities
  • Processes out-going funding documents
  • Initiates contract incremental funding request for programmatic contract support
  • Coordinates fiscal year close-out for expiring direct funding
  • Works closely with line management to identify/resolve areas of resource deconfliction across the various M30 projects and ensure that all resources have sufficient levels of funding
  • Handles all financial actions related to the M30 projects
  • Keeps track of all M30 WAAP packages and ensures any new projects go through the proper channels of work acceptance before funding is received/accepted
  • Manage financials for the division using the NSWCDD financial tools, including Navy ERP, IBPES, and EDW
  • Sends out weekly and monthly financial reports to program managers
  • Performs analysis and reporting of expenditures and provides analysis and recommendations to project/task leads and line managers
  • Compares financial data in the IBPES system to financial data in the PTEM system to make sure accurate financial data is being reported at command level
  • Keeps track of all funding sources that make up the total M30 funding portfolio and keeps that information up to date for department business leadership as well as views required by line management and program management for decision making

Qualifications

  • Bachelor's Degree preferred
  • Zero to two (0-2) year of experience in financial reporting, budgeting, requisitioning, forecasting, and utilization of financial software.
  • Ideal candidate could have understanding of TPS documentation, IBPES or any government or military finance system
  • Ideal candidate could have a thorough knowledge of direct cite and reimbursable funding constructs
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
