DESCRIPTION

As part of an elite public university, UC San Diego's Economics Department serves over 2300 majors and is consistently ranked in the global top 15. We graduate around 700 undergraduate students each year, with students coming from a wide variety of diverse backgrounds. Our PhD students (current total is 130) are hired into some of the top academic and industry positions in the world. Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

Under the direction of the Chief Administrative Officer, serve as the Business Operations Manager in the Department of Economics. Responsible for leadership and the management of daily operational activities in the following functional areas: financial (including state funds, grants, contracts, intramural awards, grad funds, gifts and endowments), staff human resources, facilities and new building coordination, website development and maintenance, and special event management.

Participate in strategic long- and short-term planning for the department. Develop and implement departmental policy and internal controls where needed. Serve as a member of the Senior Management team and act as CAO in his/her absence.

QUALIFICATIONS

  • In-depth knowledge of federal and non-federal agency requirements and regulations for sponsored research, gifts, endowments, and state instructional funds.

  • Demonstrated experience with and knowledge of general accounting practices, business management, fund accounting, and audit trails. Strong, demonstrated fiscal/accounting skills.

  • Demonstrated experience developing, implementing and enforcing internal controls and policies.

  • Experience managing a broad scope of complex personnel and related functions including recruitment/selection, employee relations, evaluations, and terminations/layoffs.

  • Progressively responsible experience in the area of construction and renovations of large, complex facilities.

  • Thorough knowledge of finance policies, practices, and systems.

  • Ability to independently gather required information to organize, and perform financial analysis assignments.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment.

  • Ability to adapt to changing priorities.

  • Ability to function as a member of a team.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Strong analytical, organizational, problem solving and decision-making skills.

  • Demonstrated ability to effectively supervise staff to include delegation and reassignment of tasks, monitoring production and quality of work, setting performance standards, assessing individual capabilities and workloads, conducting performance evaluations, etc.

  • Excellent written and spoken communication skills including the ability to communicate complex financial concepts to a wide variety of audiences.

  • Strong demonstrated organizational skills and the ability to develop and maintain electronic and paper filing systems in accordance with agency, internal audit, and retention guidelines.

  • Ability to handle confidential matters and records with tact and diplomacy.

  • Demonstrated proficiency with various applications such as relational databases, spreadsheets, and word-processing used in an integrated computer environment.

  • Ability to analyze large quantities of financial data, extract pertinent data, compile financial models, analyze and present data effectively, and ability to prepare accurate financial reports in various formats.

  • Ability to analyze long-range needs of the department, to analyze resource requirements and sources, and to develop and implement plans for accomplishing goals.

  • Ability to work independently, exercising initiative and judgement in the performance of responsibilities. Strong leadership, organizational, and decision-making skills and knowledge of management practices. Ability to make difficult and important decisions quickly and with accuracy.

  • Working knowledge of practices and procedures relating to facility maintenance.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
