U.S. Secret Service is Hiring an Investigator (Annuitant and ICTAP Applicants Only) Near Birmingham, AL

Duties

The U.S. Secret Service is seeking retired (CSRS/FERS) individuals to support our integrated mission and immediately impart their knowledge and experience to the current workforce. If re-employed under a Dual Compensation Hiring Authority with an OPM approved salary off-set waiver granted to the Secret Service, annuitants are able to earn their full salary and their full annuity without penalty.

The USSS will utilize the below Dual Compensation Hiring Authority to employ retirees:

NDAA Dual Compensation Hiring Authority

  • Earn full annuity and full salary
  • Work Part-Time or an Intermittent work schedule (determined by supervisor)
  • Earn annual and sick leave (not applicable for an intermittent work schedule)
  • New hires under this authority will be offered up to a 2-year temp non-status appointment in the competitive service.
  • New appointments can be made until December 31, 2024 and can continue until their appointment NTE date has been reached. Appointments that continue past December 31, 2024, may be subjected to their salary being off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.

The selectee will serve as an Investigator in the Office of Investigations, within a field or resident office nationwide. Typical work assignments include:

  • Interacting with team leader and case review officers to ensure timeliness and thoroughness of investigations.
  • Scoping and briefing casework to determine areas of investigative coverage required in accordance with applicable directives and investigative standards.
  • Conducting record checks to meet investigative requirements.
  • Selecting the methods and techniques used to gather and evaluate information and conduct applicant interviews and reinvestigations.
  • Analyzing and evaluating reports of misinformation which may contain conflicting information or evidence.
  • Reviewing and finalizing record searches of applicants at law enforcement agencies, court houses, mental health, financial and educational institutions.

Qualifications

You qualify for the GS-13 level (starting base salary $88,520) If you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: conducting interviews for investigative purposes; obtaining and reporting factual information for investigations; finalizing casework according to applicable rules and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

These positions are being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed Dec 31, 2024.

Re-employed annuitants are at-will employees and therefore, can be separated at any time for any legitimate reason. There are no notice requirements and the annuitants have no Reduction in Force (RIF) protections.
