U.S. Military Entrance Processing Command is Hiring a Remote Information Technology Program Manager (Policy and Planning)

Duties

  • As an Information Technology Program Manager (Policy and Planning), you will:
  • Serve as Command's Deputy Chief Information Officer which includes managing the J-6 Information Technology (IT) Directorate Programs.
  • Develop a portion of the IT strategic plan.
  • Develop affordable and executable information master plans as part of the Command Strategic Plan.
  • Ensure Cyber-security practices are enforced and security certifications obtained for IT systems.
  • Support modernization and agile DEVSECOPS IT product development and delivery.
  • Development affordable and executable information master plans as part of the Command Strategic Plan.
  • Determine appropriateness of contactor performed work
  • Provide oversight of projects and resources (i.e., monitoring costs, work, and contractor performance).
  • Supervise the performance of subordinates within the Command.
  • Oversee resolution of serious/complex grievances/complaints of employees
  • Oversee resources (manpower, equipment, funding) for the Directorate.
  • Prepare training plans and performance evaluations for subordinate employees/supervisors.
  • Develop IT policies for the Command.

Qualifications

**Telework eligible position - Position has an official duty location of North Chicago, IL and is eligible for Situational Telework at the discretion of the Command. This position is NOT eligible for remote work (remote duty location). If telework is approved, selectees will be required to report to their official duty location as outlined in their telework agreement.**

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: One year of specialized experience. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Evaluating information technology services to formulate strategic plans to cover near and long term requirements to meet organization goals; Overseeing the organization's information technology resources to develop operational budgets and contracts; Developing and following up on new initiatives, policies and/or procedures to improve and modernize operations and services in the organization; Applying information technology policies, principles, and practices in the delivery of planning, management and technical services; Conducting research to identify new trends in information technology systems hardware/software; Ensuring cybersecurity practices are enforced and security certifications obtained for information technology systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
