Duties
Responsible for implementing, operating, maintaining and monitoring the Bureau’s automated online application staffing systems for BOP-Careers/BOP-HIRES.
Utilizes the Bureau's automated online application staffing systems for BOP-Careers/BOP-HIRES to perform nationwide Merit Promotion and Delegated Examining (case examining and/or standing registers) staffing functions, to include processing announcements, rating applications, preparing certificates and finalizing boards for closure or audit.
Independently corresponds with Human Resources Services Departments and addresses inquiries concerning merit promotion and/or case examining functions performed by the Consolidating Staffing Unit (CSU).
Responsible for ensuring applications are rated appropriately using the Operating Manual for Qualifications Standards for General Schedule (GS) and Federal Wage System (FWS).
Serves a resource person and subject matter expert to line staff and management with regard to placement and merit promotion matters.
Prepares correspondence to applicants regarding employment inquiries, maximum entry age, job openings, and application procedures.
NOTE: Incumbent must obtain Delegated Examining (DE) certification within two years of entrance on duty into position. Failure to obtain certification will result in not receiving the GS-12 Full Performance Level of the position. In addition, selectee must maintain DE certification (every three years) as a Staffing Specialist throughout their tenure in the Consolidated Staffing Unit.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Education:
GS-07: One full year of graduate level education or superior academic achievement.
GS-09: Master’s or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B or J.D., if related.
NOTE: Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position.
OR
Experience:
GS-07 and GS-09: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
GS-07:
Experience assisting with interpreting and ensuring compliance with federal laws, Office of Personnel Management regulations, policies as they relate to human resource issues.
Experience and or knowledge in providing assistance to others to properly operate and/or use automated human resource systems accordingly to reference manuals, policies and instructions.
Knowledge with automated employment application systems.
GS-09:
Experience with interpreting and ensuring compliance with federal laws, Office of Personnel Management regulations, policies as they relate to human resource issues.
Experience in providing technical assistance to others to properly operate and/or use automated human resource systems accordingly to reference manuals, policies and instructions.
Experience with determining applicants’ eligibility for a variety of federally classified positions and/or special hiring authorities as it relates to an agency’s merit promotion plan.
Experience in utilizing an automated staffing application system.
OR
Combination of Education and Experience
GS-07 and GS-09:
Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

This position IS NOT included in the bargaining unit.
The representative rate for this position is $103,919 per annum ($49.79 per hour).

Current Federal Law Enforcement Employees:
A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.
If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment.
Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position.
