Duties
This series covers positions managing, supervising, leading, and/or performing administrative and management work.

As a General Business And Industry You May
  • Serve as a recognized technical authority and advisor to senior management on energy sector infrastructure and preparedness and to lead infrastructure and preparedness planning, analysis, and operational efforts.
  • Develop strategies, policies, and plans to successfully execute energy sector responsibilities for improving energy infrastructure security, preparedness, and response, and for supporting the DOE national security mission.
  • Plan and coordinate projects that will improve the protection and reliability of our national energy infrastructure by facilitating information sharing with industry representatives and other Federal and state agencies.
  • Interpret Federal legislation and develops guidance and procedures for use in developing viable, executable plans, ensuring a high level of readiness and the capability to implement with or without warning.
  • Prepare presentations, briefing materials, papers, reports, and responses to inquiries for internal and external distribution.
  • Lead and manage technical systems analyses of the energy infrastructure systems, subsystems and control or Supervisory Control and Data Acquisition (SCADA) systems.

  • These positions are to be filled under the Infrastructure Investment and Jobs Act, Inflation Reduction Act or Scientific, Technical, Engineering and Mathematics (STEM) direct hire authority.
  • Positions may be covered by a bargaining unit. Bargaining unit will vary by departmental element, grade, and/or location.
QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized Experience is defined as:
  • Assisting in planning, coordinating, or supporting multiple projects throughout the project lifecycle; AND
  • Analyzing and interpreting data.
OR EDUCATION: Master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience is defined as:
  • Planning, coordinating, and supporting multiple projects throughout the project lifecycle; AND
  • Compiling, analyzing, or evaluating information and data in order to draw conclusions and make recommendations; AND
  • Composing written presentations and presenting them to senior level management, customers, or other stakeholders.
OR EDUCATION: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience is defined as:
  • Evaluating documentation for consistency with policies, guidelines, directives, and procedures; AND
  • Participating in program planning and business process improvement or project management teams; AND
  • Composing written presentations and presenting them to senior level management, customers, or other stakeholders.
NOTE: There is no substitution of education for specialized experience at the GS-12 level. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience is defined as:
  • Researching current or new management practices for application to programs or operations.; AND
  • Assisting in providing technical advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission.; AND
  • Analyzes alternatives to identify potential resolutions to problems.
NOTE: There is no substitution of education for specialized experience at the GS-13 level. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience is defined as:
  • Providing technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy.; AND
  • Formulating and identifying operational and analytical techniques to accomplish project objectives and to produce reliable findings.; AND
  • Providing advice and guidance on alternatives and resolutions to problems and explaining to program and management analysts.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-15: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience is defined as:
  • Developing administrative regulations that disseminate program guidance for applications across organizational lines or in varied geographic locations.; AND
  • Providing technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy.; AND
  • Developing, analyzing, and evaluating new or modified administrative program policies, regulations, goals, or objectives for use in the management and direction of programs and developing data required for the management and direction of various programs.
NOTE: There is no substitution of education for specialized experience at the GS-15 level."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
